City of Warrenville City Council met July 17.

Here are the minutes provided by the council:

I. OPENING CEREMONIES 

A. Call to Order 

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call 

Present: Mayor David Brummel and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie

Absent: None

Also Present: City Administrator Cristina White, City Attorney Brooke Lenneman, Assistant City Administrator Alma Morgan, Finance Director Kevin Dahlstrand, Community and Economic Development Director Amy Emery, Police Chief Sam Bonilla, City Treasurer Maury Goodman and City Clerk Julie Clark

Absent: Public Works Director Phil Kuchler

Mayor Brummel led the Pledge of Allegiance.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, commented on TIF in regards to the special census.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor 

Mayor Brummel reminded everyone about upcoming events including: Summer Daze, August 4-5, National Night Out, August 1, and a Park District meeting about the future development of Cerny Park, which will be held at Cerny Park on July 20 at 7:30 p.m.

B. Clerk

C. Treasurer 

Shared his personal experience with No Mow May.

D. Aldermen

Alderman Lockett commented on the community efforts after an EF-0 tornado passed through the City on Friday July 14.

Alderman Weidner commented on the activity at the new trailhead.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the agenda for the July 17, 2023, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the minutes of the June 19, 2023, City Council regular meeting, the minutes of June 19, 2023, City Council closed session meeting, the minutes of the July 10, 2023, Community Development Committee meeting, the minutes of the July 10, 2023, City Council closed session meeting #1, the minutes of the July 10, 2023, City Council closed session meeting #2 and the minutes of the June 12, 2023, Public Works and Infrastructure Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2023-24, approving a site specific amendment within the final plan of planned unit development for lot 1 in Cantera Subarea I

B. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2023-25, approving a temporary use permit for Evolet Eve for Anniversary Celebrations in 2023 and 2024

C. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2023-26, approving a budget amendment to the FY2024 Budget in the amount of $277,424 to complete a special census

D. Accept Community Development Committee recommendation and pass resolution R2023-42, authorizing the City to enter into an agreement with the U.S. Census Bureau to conduct a Special Census in the City of Warrenville in the amount of $427,424 subject to attorney review of the agreement

E. Accept staff recommendation and pass resolution R2023-43, approving the expenditure of Motor Fuel Tax revenue in the amount of $403,676.35 during FY 2024 for the City’s share of the Batavia Road resurfacing costs

F. Accept Community Development Committee recommendation and pass resolution R2023-44, approving an agreement with ADS LLC for sewer flow monitoring services

G. Accept Community Development Committee recommendation and pass resolution R2023-45, waiving competitive bidding, and approving a contract with Fer-Pal Construction USA for water main pipelining in the amount of $48,630

H. Accept staff recommendation and pass resolution R2023-46, awarding the contract for Central 1 and West 1 Basins Manhole Rehabilitation to Advanced Rehabilitation Technology, Inc. of Bryan, OH, in the amount of $207,465.02

I. Receive and file minutes of the Environmental Advisory Commission meeting held on March 21, 2023 

J. Receive and file minutes of the Environmental Advisory Commission meeting held on April 18, 2023

K. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on May 9, 2023

L. Receive and file minutes of the Tourism and Arts Commission meeting held on May 11, 2023

M. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on May 16, 2023

N. Receive and file minutes of the Plan Commission and Zoning Board of Appeals meeting held on June 22, 2023

O. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on July 6, 2023

P. Receive and file report of invoices paid up to July 12, 2023, in the amount of $179,062.52

Q. Authorize expenditures for invoices due on or before August 7, 2023, in the amount of $816,906.44

R. Receive and file report of Master Debit Card Expenditures for the month of June 2023, in the amount of $30,278.47

Alderman Weidner made a motion, seconded by Aldennan Davalos, to approve the Consent Agenda items as read.

Aye: Aldermen: Lockett, Wilkie, Davalos, Weidner, Aschauer, Kruckenberg, Barry and Augustynowicz

Nay: None MOTION ADOPTED

VIL REGULAR AGENDA

Alderman Lockett made a motion, seconded by Alderman Davalos, to accept Plan Commission recommendation, waive second reading, and pass ordinance 02023-27, amending the City Code Zoning Ordinance off-street parking requirements.

Discussion: Community and Economic Development Director Emery stated that this ordinance was not included on the consent agenda, because it was not recommended unanimously by the Plan Commission. However it is deemed as best practice by staff and recommended.
