The Carol Stream Village Board celebrated incoming leadership and law enforcement officials during a meeting held on May 1.

The Board invited DuPage County Associate Judge Robert Douglas to administer the oaths of office for the village's mayor, village clerk, and trustees who had their seats in the local April election. Douglas first issued the oath to Mayor Frank Saverino, who had served Carol Stream as either the mayor or a trustee since 2003 and was reelected in the April election for his fifth term as Carol Stream's mayor. Douglas then administered the oath to fellow incumbent and Village Clerk Julia Schwarze, who had won another two-year term after first being elected to the position in 2021.

"We have some very interesting things tonight," Saverino said. "We have the swearing of the mayor and three trustees. We have a new police officer coming to the board and our clerk. We have Judge Douglas with us, who is a resident of Carol Stream and one of our favorite judges."

The three newly sworn-in board trustees are Mary Frusolone, John Zalak, and Joe Anselmo, each of whom will serve a four-year term alongside incumbents Jeff Berget, Rick Geiser, and Matt McCarthy. Frusolone and Zalak were able to continue in their positions as they each ran as incumbents from the prior term. Anselmo was very excited to join the Board, thanking his wife and family for their continued support.

“This is my fourth term and it feels like just yesterday that I was getting sworn in," Frusolone said. "And it is no less stressful standing up here trying to remember all the words that we just had to say. So I just want to say thank you to the judge for making it easy. But I want to thank my family and my village family as well. But my husband and my sons have been amazing for the last 12 years and I'm looking forward to the next four. So thank you.”

Douglas also administered the oath to the newest member of the Carol Stream Police Department. Police Chief William Holmer introduced Austin Marquardt as a 28-year-old young recruit that he was proud to present to the Board amidst Carol Stream's efforts to find strong candidates for the CSPD.

“While he does not have any police experience, he certainly has a lot of experience helping people,” Holmer said.

Marquardt is from North Dakota, serving as a social worker and Child Protective Services employee before moving to police work. He was supported by his wife, who was in attendance and pinned his new badge on as a part of the ceremony.
