City of Warrenville City Council met March 6

Here are the minutes provided by the council: 

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call 

Present: Mayor David Brummel and Aldermen: Stu Aschauer, Clare Barry, Kathy Davolos, Jeff Krischel, Craig Kruckenberg, Leah Goodman, John Lockett and Bill Weidner

Absent: None

Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Assistant Community Development Director Consuelo Arguilles, Community and Economic Development Director Ron Mentzer, Finance Director Kevin Dahlstrand, Police Chief Sam Bonilla and City Clerk Julie Clark

Absent: None

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Police Department FY 2024 Budget Presentation

Police Chief Bonilla gave a presentation on the FY 2024 Police Department Budget and Goals, including an overview of FY 2023 personnel updates, community interactions and events and trainings.

II. CITIZENS COMMENTS

Julie Brockman, of Touched by Jules, appeared with resident Theu Price, and appealed to the Council to reduce the new business license fee for licensed massage therapists from $1,000 to $250, and the annual renewal fee from $100 to $50.

Bob Siebert, Albright Court, requested City staff send him the data he requested in December 2022.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor

Mayor Brummel reminded everyone about the Budget Workshop on Saturday March 18, beginning at 9:00 a.m.

Mayor Brummel acknowledged that March is Women’s History Month and said more information could be found at: womenshistorymonth.gov. He added that ideas or suggestions to further the mission of inclusivity and respect can be sent to the City’s Inclusion, Diversity, Equity and Awareness Commission (IDEC) at idec@warrenville.il.us.

Lastly, Mayor Brummel asked residents who received a postcard or paper survey to fill it out and return it to the City. Responses are a valuable part of the City planning process.

IV. APPROVAL OF AGENDA

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the agenda for the March 6, 2023, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the minutes of the February 21, 2023, City Council regular meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2023-04, approving a Temporary Use Permit for the Warrenville Park District Special Events in the years 2023, 2024, and 2025

B. Offer first reading of ordinance O2023-05, providing for the issuance of not to exceed $10,700,000 General Obligation Bonds, Series 2023, of the City of Warrenville, DuPage County, Illinois, for the purpose of financing capital improvements in and for the City, providing for the levy and collection of a direct  annual tax sufficient to pay the principal of and interest on said bonds, and authorizing the sale of said bonds to the purchaser thereof

C. Receive and file minutes of the Tourism and Arts Commission meeting held on January 12, 2023

D. Receive and file report of invoices paid up to March 1, 2023, in the amount of $60,930.90

E. Authorize expenditures for invoices due on or before March 20, 2023, in the amount of $234,4 70.45

Alderman Weidner made a motion, seconded by Alderman Lockett, to approve the Consent Agenda items as read.

X. CLOSED SESSION

Alderman Goodman made a motion. seconded by Alderman Davolos, to enter into a Closed Session at 8:00 p.m. to discuss the following:

• 5 ILCS 120/2 (c) (I) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

At 8:20 p.m. the Council returned to the open session.

XI. ADJOURN

Alderman Goodman made a motion, seconded by Alderman Kruckenberg to adjourn. MOTION ADOPTED VIA VOICE VOTE

The regular Council meeting adjourned at 8:20 p.m.
