4. CHAIRMAN'S REMARKS - CHAIR KRAJEWSKI
On Friday DCAS hosted the Humane Legislator Awards with the Illinois HSUS. HSUS had four major pieces of animal welfare legislation pass in Illinois this past year thanks to the support of many, especially, DuPage County including the DuPage County Board, Legislative Committee, Lobbyist and communities. Several DuPage County communities used their home rule authority to pass bans on the retail sale of commercially bred (puppy mill) animals in pet stores over the past two years. 2021 Legislator of the Year Awards were presented by HSUS to Senator John Curran and State Representative Seth Lewis.

A. Grant Proposal Notifications -- GPN-051-22: DuPage Animal Friends CAP2 Grant - DuPage Animal Friends - $4,500,000.00. (Animal Services)
Laura explained that since the capital campaign feasibility study was concluded staff have been speaking quietly with potential major donors. One particular family really believes in the work that we do as a county and understands the people at DCAS behind the scenes are committed to doing right not just by the animals but also the people in the community. The family wanted to make a very impactful gift that is anonymous. There are a few additional gifts that Laura is currently working on. Thanks to the extreme generosity of this family, DCAS does not have to take a loan from the general fund to finance the shelter renovation project. We will continue to fundraise to meet our goal of $6 million. This is due to the fact that part of what is financing the project is Animal Services revenue reserves. We do not want to deplete our reserves entirely; we will continue to raise as much of the funding on the front end as possible so that DCAS will be in a position to financially sustain operations during and after the renovation. There are early plans for a formal fundraising campaign and possibly a gala event. Groundbreaking is tentatively slated for late March 2023. There will be several naming opportunities for donors of all sizes to be announced with the intent of involving donors at all levels.

A. FI-R-0385-22 RESOLUTION -- Resolution to rescind Resolution FI-R-0199-22 - Interfund loan from the General Fund to the Animal Services Fund, Company 1100, Accounting Unit 1300, $4,500,000. (Animal Services)
Laura shared that current intake is down slightly from last year though it feels like it is higher. This might be due to animals staying longer, combined with slower adoptions. Staff are getting creative with how we are getting animals into foster. October 1st will be the launch of the Chicago Dogs Campaign coordinated by the Chicago Humane Coalition thanks to a grant for social media and CTA billboard advertising. The October 1st launch will consist of a pet parade (location/time TBD) and a big adoption event on October 15th. The campaign will help boost awareness surrounding big dog adoptions and the plight of big dogs in shelters/rescues. DCAS is partnering with other coalition members including Anti-Cruelty Society, South Suburban Humane Society, Hinsdale Humane Society, and others to execute this campaign.
