A. Dissolution of the Ad Hoc Finance Committee

1. 21-22-81 Pursuant to Section 4(b)(3) of the ETSB Ordinance CB-O-0009-19, an Ad Hoc Finance Committee was created, and as of November 9, 2022, shall be released and discharged from all further authority, duties, responsibilities, and obligations related to and arising from and in connection with the ETSB FY2023 Budget.

B. Payment of Claims

1. 21-22-83 Payment of Claims for November 9, 2022 for FY22 - Total for 4000-5820 (Equalization): $1,180,271.78. Total for inter-department transfer for 4000-5820 (Equalization): $7.82.

C. Purchase Resolutions

1. ETS-R-0078-22 Awarding resolution to Mesirow Insurance Services, Inc. PO 922033 for a one (1) year liability, damage, and cyber security insurance policy for the ETSB. (Total Amount: $91,760)

2. ETS-R-0086-22 Awarding Resolution to Comcast Business Communications, LLC PO 922043 for a continuation of services on the fiber network connecting the 9-1-1 systems for forty-eight (48) months. (Total Amount: $1,737,600)

3. ETS-R-0087-22 Awarding Resolution to Motorola Solutions, Inc. PO 922031 to upgrade the MCC7500 consoles in the DU-COMM and ACDC Public Safety Answering Points (PSAPs) and provide a new logging device. This purchase is being made through the IL State Master Contract STARCOM CMS3618850. (Total Amount: $12,367,304.98)

4. ETS-R-0079-22 Awarding Resolution to Monday.com PO 922036 for a one (1) year subscription of a project management tool for thirty (30) users. (Total amount: $15,840)

5. ETS-R-0080-22 Awarding resolution to Environmental Systems Research Institute, Inc. (Esri) PO 922037 for a one (1) year maintenance renewal of ArcGIS Desktop Advanced software. (Total Amount: $15,900)

6. ETS-R-0081-22 Resolution to encumber funds for a utility service through Cellco Partnership dba Verizon Wireless over $5,000 in the County Finance software for payment of invoices. (Total annual amount not to exceed: $6,100)

7. ETS-R-0088-22 Awarding resolution to 911 Datamaster, LLC PO 922041 for a three (3) renewal of SpatialStation software licensing. (Total Amount: $39,000)

8. ETS-R-0082-22 Awarding resolution to CDW Government LLC PO 922038 for a blanket purchase order for the purchase of small computer equipment and replacement parts made through the National Intergovernmental Purchasing Alliance IPA2018011-01 purchasing cooperative. (Total amount: $25,000)

9. ETS-R-0083-22 Awarding resolution to Dell Marketing LP PO 922039 for a blanket purchase order for the purchase of small computer equipment and replacement parts made through Midwestern Higher Education Compact MHEC-07012015. (Total Amount: $30,000)

10. ETS-R-0084-22 Awarding resolution to Motorola Solutions, Inc. PO 922040 for a blanket purchase order for replacement parts made through IL STARCOM Master Contract CMS3618850 for radios. (Total Amount: $50,000)

D. Budget Transfers

1. ETS-R-0085-22 Budget Transfer for the Emergency Telephone System Board of DuPage County for Fiscal Year 2023 from 4000-5820-54199 (Capital Contingencies) to 4000-5820-54110 (Capital Equipment and Machinery) for the first annual lease payment on the DEDIRS radio replacement project PO 5522-1. (Total budget transfer: $6,651,400)

2. ETS-R-0089-22 Budget Transfer for the Emergency Telephone System Board of DuPage County for Fiscal Year 2023 from 4000-5820-53807 (Software Maintenance Agreements) to 4000-5820-53806 (Software Licensing) for a three-year renewal of licensing to 911 Datamaster. (Total budget transfer: $39,000)

1. ETS-CO-0010-22 Resolution approving Change Order #12 to PURVIS Systems Incorporated PO 918126/3187-1 to provide a hardware refresh of the Fire Station Alerting (FSA) equipment. (Total amount: $213,360; New contract amount: $4,500,536.80) Motion to Reconsider on October 12, 2022 VOTE: 12 Ayes, 0 Nays

2. ETS-CO-0011-22 Resolution approving Change Order #1 to Canon Solutions America PO 919111/3880-1 for additional funds for the contract for the ETSB and PSAP copiers. (Total amount: $10,500; New contract amount: $63,161.25)

3. ETS-CO-0012-22 Resolution approving Change Order #32 to AT&T Inc. to extend the Customer Premise Equipment (CPE) Vesta and Avaya maintenance for the ACDC and DU-COMM PSAPs fone one (1) year. The maintenance period will run November 25, 2022 through November 24, 2023. (Total amount: $505,652.69, New contract amount: $6,007,240.59)

F. Resolutions

1. ETS-R-0090-22 Resolution to adjust the salaries of the Emergency Telephone System Board of DuPage County staff in concurrence with changes as authorized by the DuPage County Board for FY23.

2. ETS-R-0091-22 Resolution declaring equipment, inventory, and/or property listed on Exhibit A, purchased by the Emergency Telephone System Board of DuPage County as Surplus Equipment.

3. ETS-R-0092-22 Resolution approving the transfer of inventory from the County of DuPage on behalf of the Emergency Telephone System Board of DuPage County to DU-COMM.
