9. DISCUSSION
A. ARPA Funding for Water Connection Assistance
Chair Chaplin held a discussion with Committee members to determine if an interest would exist in allocating $1 million dollars of ARPA funds to the residents of DuPage County, both incorporated and unincorporated, to transition from well water to Lake Michigan water. Under ARPA guidelines, water and sewer infrastructure programs are eligible expenditures. Eligible households would be reimbursed up to $3,000 or 50% of the total cost of the transition, whichever is less. The program would only be open to residential homes; commercial or industrial properties would not qualify at this time. It is estimated that this program would help assist more than 330 homes in DuPage County obtain access to Lake Michigan water. Committee members would like to know an accurate number of homes that are currently in a position to connect to Lake Michigan water, and how many of those homes would be interested in a program like this. This program is intended to be run by the DuPage County Public Works Department.
B. DuPage County Cannabis Discussion
-Economic Analysis - Chief Financial Officer, County Auditor
Nick Kottmeyer, Chief Administrative Officer, provided Committee members with an overview of the timeline for cannabis sales in Illinois. Chief Administrative Officer Kottmeyer's overview can be viewed in the attached memo. Bill White, County Auditor, discussed with Committee members his preliminary audit findings related to the delayed implementation of the County Cannabis Retailers' Occupation Tax ("CCAN"). Auditor White's preliminary findings can be viewed in the attached memo. The initial installment of the CCAN Tax became collectable on July 1, 2020. DuPage County filed for the CCAN Tax on September 29, 2021. The Illinois Department of Revenue confirmed that the 3% retail tax on municipal sales would begin on January 1, 2022. On April 12, 2022, DuPage County received its first sales tax check from the State of Illinois, for the month of January, 2022, in the amount of $241,198.45. Committee members have asked for a further investigation into this subject and for written procedures to be established regarding the filing of ordinances with the State.
