IV. Bids and Proposals
A. Presentation and Approval of a Bid to Pre-Fabricate and Deliver a Bridge for the LeRoy Oakes Forest Preserve RTP Project
Exec. Dir. Meyers presented the bid for the pre-fabricated bridge to be installed at the LeRoy Oakes Forest Preserve. The trail will be constructed after the install of the bridge. The District received a Recreational Trails Program (RTP) grant from the Illinois Department of Natural Resources (IDNR) for the LeRoy Oakes Forest Preserve Interpretive Trail, Signage & Bridge Project. The project includes mown and screenings trails connecting historical structures, native habitats and the Creek Bend Nature Center; interpretive education nodes and the replacement of the current bridge over the creek to a restored prairie. The District conducted a formal bid process for the pre-fabrication and delivery of the new bridge. Bids were publicly advertised with 3 bidders responding, one of which did not meet District standards. The responsible, lowest bidder was Anderson Bridges, LLC, of Colfax, Wisconsin, at the base bid of $65,400.00. Once delivered on site, District staff will then install the pre-fabricated bridge in-house. Funds totaling $350,000 were budgeted in Fiscal Year 2019/20 for the construction of the Interpretive Trail, Signage and Bridge Project. In addition, funds of $50,000 were previously budgeted in Fiscal Year 2018/19 for engineering services. The total funding for this project is $400,000. Sufficient funds totaling $323,300 are available in the Construction & Development Fund for this expense totaling $65,400 for pre-fabrication and delivery of a new bridge. The IDNR will reimburse the District 50% of the preliminary engineering and construction costs up to a total of $200,000 according with the RTP grant following the completion of the project. DISCUSSION: Exec. Dir. Meyers answered questions from the Committee, she indicated that installing the bridge at a higher elevation will prevent debris from getting caught underneath, which is the current issue. Commissioner Kenyon commented that the structure has been there for a long time and is in need of a replacement.

VII. Communications
Marketing Coordinator Kovach reported on the Earth Day tree planting event held on Saturday April 24, 2022 from 9 am to 12 pm at the Elburn Forest Preserve. Over 500 people were in attendance, including Senator DeWitt, the Mounted Rangers and Forest Preserve Police. The 500 oak trees were planted in 45 minutes, record time. Staff thanked Obscurity Restaurant in Elburn for providing the additional parking for the event. Pictures were shared.
