DuPage County Judicial and Public Safety Committee met March 1.

Here are the minutes provided by the committee:

1. CALL TO ORDER

8:00 AM meeting was called to order by Chair Julie Renehan at 8:00 AM.

2. ROLL CALL

County Board members Sheila Rutledge and Sam Tornatore were also in attendance.

Pursuant to Section 7(a) of the Open Meetings Act, Member Covert advised the Committee that due to personal illness, she needed to participate remotely.

4. CHAIRWOMAN'S REMARKS - CHAIR RENEHAN

Chair Renehan wished everyone well. She indicated today's agenda included a contract with Wight Construction for the major improvements at the Judicial Annex, including the expansion of the bond courtroom and construction of two new courtrooms. She noted this would not be voted on by JPS but would be heading to Public Works, Finance, and County Board Committees for approval. She expressed her appreciation to 18th Judicial Circuit Court Chief Judge Kenneth Popejoy and Trial Court Administrator Suzanne Armstrong for keeping the JPS Committee in the loop on this major project, stressing that public safety stakeholders will have the resources they need to do their jobs.

6. PROCUREMENT REQUISITIONS

A. JPS-P-0079-22 Recommendation for the approval of a contract purchase order to Clear Loss Prevention, Inc., for security system replacement and repair services, as needed, for the period March 8, 2022 through March 7, 2025, for the County Campus, for a contract total amount not to exceed $305,938.59, per lowest responsible bid #22-013-OHSEM. (Office of Homeland Security and Emergency Management)

Member Garcia requested more information on the timeline for installation of the cameras. Chief of Campus Security Keith Briggs advised the committee that the goal is to have everything installed by the end of the fiscal year in November 2022, but there is currently a slow down. He added that it was a three-year contract and explained the current cameras are functional but date back to 1994. Member Eckhoff noted the campus camera replacement project began several years ago. Chief Briggs concurred, adding that this project was done in phases, of which the first, second, and third were completed. This contract will finish the fourth, fifth, and sixth phases of the project.

C. JPS-P-0080-22 Recommendation for the approval of a contract issued to Conference Technologies, Inc. (“CTI”), for the purchase, installation and programming of monitors, receivers and other equipment for courtrooms at the Henry J. Hyde Judicial Office Facility, for the period March 9, 2022 through June 30, 2022, for a total contract amount not to exceed $140,466.84, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids – sole provider of proprietary software built specifically for the courthouse. Grant Funded. (18th Judicial Circuit Court)

D. 2022-26 Recommendation for the approval of a contract issued to CourtSmart Digital Systems, Inc., for the purchase and installation of Hi-Def IP Cameras for courtrooms at the Henry J. Hyde Judicial Office Facility, for the period March 9, 2022 through June 30, 2022, for a total contract amount not to exceed $26,821, per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids – sole provider of proprietary software built specifically for the courthouse. Grant Funded. (18th Judicial Circuit Court)

Chair Renehan noted that these three technology improvements were grant funded under item 9A. Members Zay, Eckhoff, Chaplin, and Puchalski asked questions and provided commentary regarding Zoom, IT expenses, social distancing, jury trials, Illinois Supreme Court mandates, appellate court appeals, domestic cases, and physical attendance. Chief Judge Popejoy indicated Zoom would have a permanent role in the court system as mandated by Illinois Supreme Court and would be giving a State of the Courthouse speech on March 11, 2022 to the Bar Association. He indicated he would speak on the transition to physical attendance and the elimination of social distancing in the courthouse. The transition would be in tiers and begin on March 14, 2022 on the fourth floor. If successful, the transition would continue to the third floor, with a full transition date of May 1, 2022. Upon full elimination of social distancing, he believed the physical population in the courtroom would greatly increase. He noted Illinois Supreme Court mandates and encourages Zoom; physical attendance at hearings and trials would be at the discretion of each judge. Four courtrooms are currently doing in-person trials. He elaborated on the speedy trial provision, status of backlogs, and feedback of Zoom usage in domestic relations cases. Courtrooms are ready and able to provide additional seating. Vice Chair Puchalski stressed Chief Judge Popejoy's crucial role from the start of the pandemic and thanked him for being at the forefront for other counties across the state. Chief Judge Popejoy credited the 18th Judicial Circuit Court's success to a strong relationship with the County Board. Chair Renehan advised conversations were had with Trial Court Administrator Armstrong regarding state funding and noted the grant proposal notification on 9A of the agenda. She thanked the court clerks, court reporters, and all involved departments for working together on these IT advancements.

Member Ozog thanked staff, including Procurement and Public Works, for their hard work on this contract and expressed her excitement for the project. Chair Renehan thanked Deputy Director of Facilities Tim Harbaugh, Chief Administrative Officer Nick Kottmeyer, and their teams for their efforts on this project.
