LGDF — Local Share of State Income Tax Revenue: A Critical Investment
Woodridge and other Illinois communities risk of losing LGDF funding as part of the State of Illinois’s budget deliberations. The Local Government Distributive Fund (LGDF) is a designated portion of state income tax revenues. Cities and counties currently receive a percentage of total state income tax revenues through this fund on a per capita basis. In 2020, Woodridge received $3,582,923 from LGDF.
From the inception of Illinois’ income tax in 1969, the General Assembly agreed to allocate 1/12 of income tax revenue back to Illinois municipalities in place of a local income tax. In 1993, the General Assembly decided to increase the allocation to 10 percent to ensure that municipalities have a reliable source of funding to invest in our communities. However, since 2011, Illinois has reduced the LGDF share from 10 to just 6.06 percent. At a time now when Illinois is receiving record revenues, the forced subsidy of state services by municipalities should end. Municipal services affect every resident in Illinois, and it is important to restore the original 10 percent allocation of income tax revenue.
Together with communities across Illinois, Woodridge is asking legislators to restore the LGDF to the 10 percent of income tax proceeds. As a part of this, you can help amplify the message to restore LGDF funding by contacting your state senators and state representatives.
Share your support for HB 4169 and SB 3010 to restore LGDF funding to our municipalities. LGDF is a critical source of funding for our community. Illinois should not only stop reductions to LGDF, but increase payments to previously promised levels, which could prevent increases in property and other taxes. Help us #RestoreLGDF today by contacting your State Senator and Representative
