City of Warrenville City Council met Nov. 15.

Here are the minutes provided by the council:

In accordance with Governor Pritzker’s Disaster Proclamation, Section 7(e) of the Illinois Open Meetings Act, 5 ILCS 120/7(e), and a determination by the Mayor of the City of Warrenville, this meeting was held virtually.

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:02 p.m.

B. Roll Call

Physically Present: Mayor David Brummel

Virtually Present: Aldermen: Jay Anderson, Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, and Robert Wilson

Absent: Alderman Bill Weidner

Also Physically Present: City Administrator John Coakley, Attorney Brooke Lenneman, and City Clerk Julie Clark

Virtually Present: Assistant City Administrator Cristina White, Police Chief Ray Turano, Finance Director Kevin Dahlstrand, Community and Economic Development Director Ron Mentzer, and Public Works Director Phil Kuchler

Also Absent: City Treasurer Ann Behrens

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation School Board Members Day

Mayor Brummel proclaimed November 15, 2021 as “School Board Members Day,” as a way to honor those citizens who devote so much of their time and energy for the education of our children. School Board President Chris Crabtree accepted the proclamation and expressed her appreciation of the relationship between the City of Warrenville and the School District.

D. Proclamation Christmas Sharing Week

Mayor Brummel proclaimed the week of December 5 - 11, 2021, as “Christmas Sharing Week” in Warrenville, to bring awareness that contributions made during this season of giving will help make the holiday season merrier for families who are less fortunate. Fred Olufs was present to accept the proclamation. He added, the 2021 Christmas Sharing would be a drive-up event due to Covid, it will take place December 10 at the Wellspring Church on Butterfield Road.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, requested a scaled site plan of the Conforti property plan.

IV. APPROVAL OF AGENDA

Alderman Goodman made a motion, seconded by Alderman Aschauer, to approve the agenda for the November 15, 2021, City Council regular meeting.

Nay: None

V. APPROVAL OF MINUTES

Alderman Goodman made a motion, seconded by Alderman Davolos, to approve the minutes of the November 1, 2021, City Council regular meeting.

Aye: Aldermen: Wilson, Davolos, Barry, Krischel, Goodman, Anderson, and Aschauer

Nay: None

MOTION ADOPTED

Alderman Goodman made a motion, seconded by Alderman Davolos, to approve the minutes of the November 8, 2021, Community Development Committee meeting.

Nay: None

Abstain: Alderman Barry

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Community Development Committee recommendation, waive second reading, and pass ordinance O2021-42, amending City Code to eliminate the Electrical Commission and the electrical contractor registration requirement

B. Accept Community Development Committee recommendation and pass resolution R2021-65, approving task order #4 with Terracon Consultants, Inc. for construction engineering services for the 2021 Old Town Redevelopment Site #2 Asbestos Abatement and Building Demolition project in the amount of $21,468

C. Accept Community Development Committee recommendation and pass resolution R2021-66, approving the purchase of a cab and chassis for a Public Works dump truck from Rush Truck Center through the State Joint Purchasing Program in the amount of $83,972

D. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on September 14, 2021

E. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meeting held on September 21, 2021

F. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission meeting held on October 12, 2021

G. Receive and file report of invoices paid up to November 10, 2021, in the amount of $26,601.42

H. Authorize expenditures for invoices due on or before December 6, 2021, in the amount of $109,862.41.

I. Receive and file minutes of Master Debit Card Expenditures for the month of October 2021, in the amount of $12,004.48

Alderman Wilson made a motion, seconded by Alderman Anderson, to approve the Consent Agenda items as read.

Alderman Barry made a motion, seconded by Alderman Wilson to enter into Closed Session to discuss the following:

5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Nay: None

MOTION ADOPTED

The same members of the Council returned to open session at 7:46 p.m.

Alderman Wilson made a motion. seconded by Alderman Krischel to adjourn.
