City of Naperville Riverwalk Planning, Design and Construction Committee Met June 1.

A. CALL TO ORDER:
Planning, Design & Construction Committee (PDC) Chairman Friant called the June 1, 2021 Naperville Riverwalk PDC meeting to order at 7:30 a.m.
Friant read a statement explaining the reasons for meeting via the Zoom Video Conferencing App with an explanation of how the public can participate in the meeting.

D. OLD BUSINESS:
1. Approval of Minutes - Jeff Friant
Approve minutes from the May 4, 2021 Planning, Design & Construction Committee meeting
No vote was taken to approve the May 4, 2021 PDC minutes as there was not a quorum of the Riverwalk Commissioners present.
2. Park District - Tom Stibbe
Stibbe reported that Centennial Beach had a soft opening due to inclement weather this past weekend, working out well for the new staff. Donor bricks were installed with DeLarme. Fountains are up and running. Drinking fountains have not been opened yet and he is awaiting confirmation. The annual flowers have been planted with Tiffani Picco’s outstanding assistance.
Along Eagle Street, bricks have fallen along the quarry and a cone was placed but is now missing. A small section of fence will be placed in the area and this will need to be addressed. Erickson inquired if this repair would need to be bid out. Novack will arrange to have someone review through one of the City’s programs and it will be charged to PA022.
Erickson commented that the Riverwalk was all dressed up and ready for the public, as she attended the Memorial Day parade. Stibbe advised that volunteer groups have been assisting with the clean-up.
3. Moser Tower Rehabilitation - Bill Novack
Novack reported that bids were opened with the City receiving proposals from three bidders. Although the cost is still under the engineer’s estimates, it did increase due to the deterioration of the stairs throughout the structure. Cost savings from other projects have been identified so City Council has revenue to fund the entire project. This is on the City Council’s agenda for tonight’s meeting to award to the low bidder. An on-site meeting with the contractors was held last week and they are working with the cell phone carriers to shut down some of the transmitters while work is being done in front of them. Construction should commence in the third or fourth week of June and completion is tentatively set for November 5th.
Stibbe will provide keys for the main door.
4. Riverwalk Master Plan - Bill Novack
Novack reported that Joseph and his group have been making progress with the Communications Plan.
5. Asset Management Plan - Tom Stibbe
The Asset Management Plan Walk was held Friday, May 7th and Stibbe and Tiffani Picco are reviewing the list of items that need to be addressed.
Novack will have the patching contractor take care of the parking lot.
Stibbe also mentioned that the fence along the VFW may not need to be replaced to the west of the area but may be needed to the east of the area due to the location of houses and to serve as a visual barrier.
Stibbe noted that smaller items will be addressed in-house and they were currently working on things such as replacing bricks, cleaning up and repainting items, changing out the bollard posts and re-doing the plow handles at the Farmer’s Plaza.
The Landforms Sculpture should be addressed and may need to be done prior to the Eagle Street Gateway Master Plan project, based on timing. Novack would like to have an estimate for repair for this year.
The restrooms at Fredenhagen Park also need to be addressed and could be done in-house with work taking place over the winter months. Erickson mentioned that it was discussed previously about purchasing materials for the Fredenhagen restrooms prior to the end of the year. Novack agreed with Erickson.
Stibbe also noted that some of the rails are rusting, bent and in need of paint. Novack advised that they may be looking at including some of these repairs with other projects that involve railings, as it is difficult to get a specialty contractor for railing repair.
Friant requested that an Asset Management list be shared with the Commission. Stibbe will review further with Tiffani Picco and provide a spreadsheet of items that are rated fair and poor.
6. July 30th Walk On! In Memory of Chuck Papanos - Jan Erickson Erickson provided an update on the Walk On! In Memory of Chuck Papanos event, scheduled for July 30th. They are looking for sponsors and are hoping for approximately 250 participants. They are also looking for team leaders for fundraising. Ann Marie Papanos has great support from the Lymphoma Research Foundation and 100% of the money raised will go to research.
Bartlett and Lellbach requested the sponsorship information from Erickson.
Christian Canizal also requested a summary of the event from Erickson.
E. NEW BUSINESS:
