Westmont Village Board of Trustees met Dec. 5.

Here is the minutes provided by the board:

ROLL CALL:

THOSE PRESENT RECITED THE PLEDGE OF ALLEGIANCE.

Mayor welcomed everyone to the meeting.

OPEN FORUM: None.

VOTING SUMMARY

REPORTS

Mayor Gunter

● Talked about the murals for the 100th anniversary. Asked the residents of Westmont to submit their thoughts and ideas on what the future of Westmont will look like. The last mural will represent the future of Westmont.

● The 100th Anniversary is working on different activities that might be celebrated throughout the year.

Village Clerk Szymski

● Village offices will be closed December 24th & 25th and January 1st for the holidays.

● The deadline for the Westmont Holly Days Winter Ball has been extended. The event will be December 13th and reservations can be made online at westmontchamber.com

● There will be one more meeting before the holidays.

Trustee Addington

● The next Community Development meeting will be January 16, 2020.

● Mayors and Managers will be meeting on Tuesday.

○ The veto session went pretty well a lot had to do with cannabis laws.

○ Talked about smoking lounges and if cannabis would be allowed.

○ Property tax relief will be discussed.

○ Sports betting bill will also be discussed at the spring session.

○ Director Ramsey talked about water main projects and the concern of legionella.

Talked about fire hydrants & valves and if that is considered plumbing.

○ There were 5 nominations for Government Leader of the Year. Westmont nominated Frank Trilla for his leadership regarding Sterigenics.

○ There were real concerns about Villages who were operating parking lots and garages that they don’t own and fees that may be assessed. Since Metra owns the lot we will not be affected.

○ The next Mayor’s and Managers meeting will be January 28th

Trustee Barry

● The Holly Days parade was cancelled due to the weather, but the Rotary Club - Ugly Sweater 5K did take place. About 75 people participated.

● Recapped the Economic Development Committee meeting that took place yesterday.

○ Discussed Quincy Street going to limited manufacturing and that would create new zoning as M1.

○ Quincy Station is well underway and buildings have been torn down.

○ There are other projects that are going vertical.

■ North Cass townhomes

■ Market Centre at 63rd & Cass Ave

■ Cane’s has their signs up

○ Las Palmas will be relocating to the old Dunkin’ Donuts location.

○ Taste Greek Street Food is now where the Pizza Hut used to be.

○ There is a multi-family unit that will be going forward at Ridge and 63rd.

○ The next EDC meeting will be January 8th, 9am at Village Hall.

● Taste Greek Street Food is now open for business.

● There is a ribbon cutting for Raising Cane’s on January 14th at 9am.

○ There will be a drawing for 20 lucky customers who will get free Raising Cane’s for 1year. Registration is 8:30am - 9:00am.

○ The first 100 customers in line that are 13 years old or older to order a combo of any kind will receive a free T-shirt with a box combo at their next visit.

Trustee Guzzo

● The next Public Safety Committee meeting will be February 27, 2020, 4:30pm at Village Hall.

● Congratulations to the Citizen’s Police Academy graduates!

● The Fire Department has an annual “Keep the Wreath Red” program aimed at keeping awareness of safety while decorating our homes for the holidays. There are two wreaths displayed at both Fire Departments and if there is a fire that is caused by a holiday decorations then a red bulb is replaced with a white bulb.

Trustee Barker

● Westmont First will meet on December 16th at 6pm at the Westmont Public Library.

○ They will continue to work on the census, which is right around the corner.

● The Environmental Improvement Committee met on Monday. There needs to be more of an effort to reduce our waste stream.

○ We are recycling: cooking oil & holiday lights

○ We will have the same holiday tree recycling program in years past.

○ Richmond Garden’s had over 50lbs of honey this year. You can contact Jon Yeater or the Village of Clarendon Hills to purchase honey.

Trustee Liddle

● Recapped the Administration / Finance Committee.

○ There was a presentation by the Environmental Improvement Committee and they did a survey on composting.

○ Looking into composting food waste, which would be collected with yard waste.

This will be a subscription based program and we would get new toters. They will be seasonally or annually rented. EIC will get us more information about this option.

○ The budget meeting is scheduled for April 16th, 2020.

○ Cleaning up the fee structures in the Building Department was also discussed.

● Even though outside events for Holly Days were cancelled, there were still events that took place at Westmont Centre.

● There is a Coat Drive now through January 4, 2020. The Library and Park District has collection bins for new or gently used coats, winter hats, scarves, mittens, gloves, socks, and boots.

Trustee Nero

● Our next Public Works Committee meeting will be December 19th, 4:30pm at Village Hall.

● Talked about the Operator in Training program. Justin Yeater was one of Mike’s students and he passed the exam. When he graduates from high school, he will have a Class D water operator license.

● Relayed two compliments that he received about the Building Department. One was in regards to a commercial building and the other was a new home. Both said really nice things and that the department went above and beyond.

People’s Resource Center came to the community about 17 years ago. Hank Ansalone will be stepping down from his role as Food Pantry Coordinator. When he first started they served 12 families in one month. This October the People’s Resource Center served 1326 families. We wish Hank the best.

Property Tax Levy Hearing

Finance Director Parker addressed the Board on this item.

Mayor Gunter opened the public hearing at 6:27pm.

Mayor Gunter asked if anyone would like to comment on the Property Tax Levy. No comments were made.

Mayor Gunter closed the public hearing at 6:28pm.

(2) LOCATION CHANGE - LAS PALMAS RESTAURANT

Deputy Liquor Commissioner Mulhearn addressed the Board on this item.

Motion by Trustee Addington to consider an ordinance approving the Local Liquor Commissioner's approval of a change of location request by Las Palmas Restaurant.

Seconded by Trustee Liddle and the motion passed.

(3) INCREASE IN AVAILABLE LIQUOR LICENSES

Deputy Liquor Commissioner Mulhearn addressed the Board on this item. Motion by Trustee Addington to consider an ordinance increasing the number of available Class 23 liquor licenses by one (1) for Neat Kitchen and Bar 246 N. Cass Avenue.

Seconded by Trustee Guzzo and the motion passed.

(4) PROPERTY TAX LEVY

Finance Director Parker addressed the Board on this item.

Motion by Trustee Liddle to consider an ordinance adopting the 2018 Tax Levy Ordinance in the amount of $9,110,449.

Seconded by Trustee Nero and the motion passed.

(5) ABATEMENT OF TAXES

Finance Director Parker addressed the Board on this item.

Motion by Trustee Addington to consider an ordinance abating the taxes heretofore levied for the year 2019 to pay debt service on General Obligation Bonds (Alternate Revenue Source), Series 2013A; its General Obligation Bonds (Alternate Revenue Source), Series 2013B; its General Obligation Bonds (Alternate Revenue Source), Series 2017; its General Obligation Bonds (Alternate Revenue Source), Series 2019A; and its General Obligation Bonds (Alternate Revenue Source), Series 2019B of the Village of Westmont, DuPage County, Illinois.

Seconded by Trustee Liddle and the motion passed.

(6) TAX LEVY FOR SSA FOR NORTH WESTMONT FIRE PROTECTION

Motion by Trustee Liddle to consider an ordinance adopting a tax levy for the Village of Westmont's Special Service Area for North Westmont Fire Protection.

Seconded by Trustee Nero and the motion passed.
