Village of Willowbrook Laws & Ordinances Committee met Dec. 3.

Here is the agenda provided by the committee:

1. CALL TO ORDER

Trustee Kelly called the meeting to order at 6:05 pm.

2. ROLL CALL

Those present at roll call were Trustee Kelly, and Trustee Davi. Also present were Assistant Village Administrator Mertens, and Building Official Giuntoli.

3. APPROVAL OF MINUTES

Minutes – Regular Meeting November 5, 2019.

Trustee Davi made a motion to approve the minutes from the November 5, 2019, meeting and were seconded by Trustee Kelly. All in favor.

5. DISCUSSION – Commercial Building Material Standards - Type V Constructions

Assistant Administrator Mertens advised committee that the Village of Willowbrook, since mid-90’s, have utilized a stricter building code requirement than some of our neighboring communities as it relates to commercial building construction standards. Building Official Giuntoli supplied the Committee with some research on our comparable communities with respect to what building code standard they follow and what amendments they may have in place for commercial buildings.

Building Official Giuntoli presented three exhibits to the Committee. He explained the different material standards, the use groups within the building code, and the use group categories. The different numbers referenced in the building code essentially correlate to a higher risk of the use group. Building Official Giuntoli provided some options that could streamline our building code so the Village would be more comparable with our surrounding neighbors while still providing for a safe construction product. See the attached Exhibit #2 for reference of the comparable communities and Exhibit #3 for a summary of the proposed amendments.

Trustee Davi questioned why we are looking into this and what started it?

Assistant Administrator Mertens informed Committee that we are presenting the options to the Committee to ensure that the Village is not at a competitive disadvantage to our comparable communities with respect to our building code standards. Staff is recommending that the Village allow combustible Type V building construction products for commercial developments with some amendments, such as sprinkler system requirement and other code enhancements. Building Official Giuntoli explained the different sprinkler system options, as well as the pros and cons of Type II / III construction compared to Type V construction.

Assistant Administrator Mertens advised that if we can get a consensus on the proposed ideas, staff would work on a draft ordinance for further review at the January 13, 2020 Law and Ordinance Committee.

Also, Assistant Administrator Mertens advised the Committee that the Mayor is reviewing the Committee Dates and the creation of three-member Committees. This item will be presented for formal consideration at the December 16, 2019 Village Board meeting.
