Planning, Zoning and Environmental Concerns

1. To approve Ordinance No. 2020-01: AN ORDINANCE REPEALING ORDINANCE 88-24 AND GRANTING THE APPROVAL OF A SPECIAL USE PERMIT FOR A PLANNED DEVELOPMENT, WITH EXCEPTIONS, A SPECIAL USE PERMIT TO ALLOW A DRIVE-THROUGH, A SPECIAL USE PERMIT FOR OUTDOOR SEATING AND APPROVAL OF PRELIMINARY SITE PLAN AND PRELIMINARY SUBDIVISION FOR THE PROPERTY AT 334 W. ARMY TRAIL ROAD; (RAISING CANE'S) and to waive the reading thereof and the second consideration.

Finance and Administration

1. To approve the purchase order to IRMA in the amount of $200,798.00 representing the Village’s calendar year 2020 net, annual contribution.

Village purchasing procedures require all “Purchase Approvals” in excess of $20,000 to be approved by the Village Board.

2. To approve Ordinance No. 2020-02: AN ORDINANCE AMENDING THE BLOOMINDALE VILLAGE CODE, AS AMENDED, TITLE 4 (BUSINESS AND LICENSE REGULATIONS); CHAPTER 2 (ALCOHOLIC BEVERAGES); SECTION 10 (NUMBER OF LICENSES) TO INCREASE THE NUMBER OF CLASS “V” LIQUOR LICENSES, MANDARIN BISTRO INC. AND ALCENTRO TRATTORIA, LLC and to waive the reading thereof and the second consideration

Alcentro Trattoria, LLC and Mandarin Bistro Inc. have applied for a new Class V (Video Gaming) license for their restaurants.

Facilities, Infrastructure

1. To accept Resolution No. 2020-R-02: A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A 2ND AMENDMENT TO EXTEND THE NON-EXCLUSIVE LICENSE AGREEMENT BETWEEN THE VILLAGE OF BLOOMINDALE AND T-MOBILE CENTRAL LLC.

The Village’s current Non-Exclusive License Agreement with T-Mobile, dated May 22, 2007, Cardinal Water Tower (Site CH54344A) expires on September 5, 2022. T-Mobile has requested to extend the terms of said Agreement (as amended previously by Amendment 1), by five (5) years, with the right to renew for up to three (3) additional terms of five years, for a total of twenty (20) years.

1. 2019 Property Tax Levy Abatement

Recommended Motion: I move to approve Ordinance No. 2020-03: AN ORDINANCE ABATING LEVY OF TAX AUTHORIZED BY ORDINANCE NO. 2015-13 AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $3,420,000 GENERAL OBLIGATION REFUNDING BONDS, SERIES 2015 OF THE VILLAGE OF BLOOMINGDALE, DUPAGE COUNTY, ILLINOIS, AND PROVIDING FOR THE LEVY AND COLLECTION OF A DIRECT ANNUAL TAX SUFFICIENT FOR THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID BONDS and to waive the reading thereof and second consideration.

2. Warrant #2 for the Month of January, 2020 - $1,306,868.20

Recommended Motion: I move to approve Warrant #2 for the month of January, 2020 in the amount of $1,306,868.20, as presented.
