MINUTES OF THE BOARD MEETING HELD Thursday, March 14, 2019.
Mayor Gunter called the meeting to order at 6:00 P.M.
ROLL CALL:
THOSE PRESENT RECITED THE PLEDGE OF ALLEGIANCE.
Mayor welcomed everyone to the meeting.
OPEN FORUM:
● None
REPORTS
Mayor Gunter
● Student exchange trip that leaves for Taiwan leaves March 22nd. This is our first group of students that will be sent to Hsinchu County.
● There is a Complete Count Committee that is being formed for the 2020 Census. The Chair has not been selected yet and has been tasked to Westmont First. The Census Bureau will be looking to hire help in completing the census.
Clerk Szymski
● Waste Management will start with Brush and Yard Waste pick-up on April 1st.
● Thanked everyone for their kindness and gifts to Anne Szymksi, she was thrilled.
Trustee Nero
● The next Public Works Committee Meeting is March 28th at 4:30pm at Village Hall.
● Thanked Public Works Director Ramsey and Assistant Public Works Director Noriel Noriega for all of their hard work on obtaining a grant from the Dupage county stormwater Commission. Westmont was awarded a $51,000 grant to be sued for water quality improvements at the existing detention basin at 61st Street and Richmond Ave in the Ashford subdivision.
● Downers Grove has received $75,000 for th St. Joseph Creek Stream bank stabilization project.
Trustee Liddle
● Westmont Community Awards dinner will be held on April 29th, which is a Monday night at the Hilton at 6pm. The tickets are available at www.westmontchamber.com and there are 12 major awards presented by Westmont community organizations including Westmont Citizen of the Year.
● The Irish Swig & Jig will be held on Saturday, March 16th from 2pm - 6pm. Tickets are available online at www.westmontevents.com. They are only $15 and that includes a bus ride and a T-shirt.
● Invited Larry McIntyre to the podium to talk about Westmont is the Bestmont Contest.
○ Larry talked about the many contest entries and the winners of the contest.
Trustee Barker
● The EIC committee is partnering with the Library to bring back the Green Speaker Series held in April.
● EIC is also gearing up for two events and that is the River Sweep on May 18th 9:00am - 12:00pm and the Storm Drain Stenciling on June 1, 9:00am - 12:00pm. We are looking for volunteers to help with this project. All are welcome to help.
● The next Westmont First meeting will be held at the Library on March 18th at 6:00pm. We will have an artist roundtable discussion at this meeting.
Trustee Addington
● A reminder to everyone to have their house numbers displayed from the alley in a prominent place.
● Lions Club is thinking about having an event in front of the Village Hall in the parking lot. The idea is to have a 5K race coupled with that event. More information will be coming out about that in the future.
Trustee Guzzo
● The next Public Safety Committee meeting will be May 23rd a 4:30pm at Village Hall.
● The Westmont Fire Department will have it’s own Facebook page soon. Be sure to like it.
● Recapped the Severe Weather Training that was hosted by the EMA. It was put on by ABC7’s Larry Mowry. Thanked Larry and the EMA for such a nice presentation.
● The Knights of Columbus is holding their fish fry once again. It will go from March 8th through April 19th from 5pm - 8pm.
Trustee Barry
● The next Economic Development Committee meeting will be held on April 3rd, 9:00am at Village Hall.
● We had our 3rd annual Westmont Restaurant week. Now is the time to vote for your favorites by category. There are 28 categories in total. Vote daily through April 13th at www.westmontchamber.com.
● There is a fundraiser for Katie Conquers Cancer that is being held at Neat Kitchen and Bar tonight. Encouraged everyone to attend. It will go till 9pm.

Finance Director Parker addressed the Board on this item.
Motion by Trustee Nero consider an ordinance approving an agreement appointing Raymond James as our municipal advisor.
Seconded by Trustee Liddle and the motion passed.

(3) PW FACILITY BONDS
Finance Director Parker addressed the Board on this item.
Motion by Trustee Liddle to consider an ordinance authorizing the issuance of General Obligation Bonds (Alternate Revenue Source), Series 2019 in one or more series, of the Village of Westmont, DuPage County, Illinois, in an aggregate principal amount not to exceed $17,500,000 for the purpose of financing the costs of certain capital projects within the Village and paying for costs related thereto.
Seconded by Trustee Addington and the motion passed.

(4) IL COMMERCE COMMISSION STIPULATED AGREEMENT
Village Manager May addressed the Board on this item.
Motion by Trustee Addington to consider an ordinance authorizing an agreement from the Illinois Commerce Commission Transportation Bureau/Rail Safety Section concerning installation of pavement delineators at grade crossings along the BNSF line.
Seconded by Trustee Barry and the motion passed.

Community Development Director Sylvester addressed the Board on this item.
Motion by Trustee Liddle to consider an ordinance approving the revised Village of Westmont zoning map dated December 31, 2018 as the official 2019 zoning map. Seconded by Trustee Nero and the motion passed.
