Village of Westmont Village Board met April 11.

Here is the minutes provided by the board:

Mayor Gunter called the meeting to order at 6:04 P.M.

REPORTS 

Mayor Gunter

Mayor Gunter invited Communications Director McIntyre to the podium who introduced Peter Lambert from Westmont High School.

o Mr. Lambert talked about the student exchange group that went to Taiwan during spring break. All of the students enjoyed their experience. A video was created and presented. 

o Angela Yang was invited to the podium to talk about the program.

o The School Board President came up to the podium to thank the Village Board. 

o Superintendent, Kevin Carry, talked about the student exchange groups from Taiwan and Westmont. 

o A plaque was presented by the Westmont students. 

• Director McIntyre talked about the walking program that was developed as a fitness initiative for staff and the community. The goal is to count our steps and to walk to Hsinchu County. The program begins May 1st, 2019 and ends October 31, 2019. 

• Mayor Gunter talked about the Westmont Community Awards dinner, which will be Monday, April 29 at the Hilton, 6:00 PM. Tickets are available at westmontchamber.com There are 12 major awards being presented, including the Westmont Citizen of the Year. 

• Congratulations to the Trustees who have been re-elected. 

• Congratulations to my daughter and son-in-law on the birth of their new baby boy who was born this morning. This is my 5th grandchild.

Clerk Szymski

• There will be free leaf pick-up May 6 to 10. Leaves ONLY and they have to be in craft paper bags. Details are on the website.

• Rotary is having their reverse raffle on April 26th.

• Happy belated birthday to John Zemenak.

Trustee Addington

• Please be diligent and careful when you are driving as kids will be out and about playing as the weather is getting nicer. 

• Congratulations to our former Village Manager, Ray Botch, who was elected as a councilman in Mt. Vernon. 

• Community Development will be meeting on April 25, 4:30pm at Village Hall. Storage of large commercial vehicles will be finalized at this meeting.

Trustee Guzzo

• The next Public Safety Committee meeting will be May 23, 4:30pm, Village Hall. 

• There will be a volleyball fundraiser for Special Olympics on Wednesday, April 24, 6:30pm at Westmont High School, 909 Oakwood Drive. 

• The Drug Take-Back program will be April 27th, 10am - 2pm at Mariano's, 150 W 63rd Street and Westmont Police Station, 500 N Cass Ave. 

• Cop on Top will be Friday, May 17th from 5am - 11am at both Dunkin' Donuts locations: 19 W 63rd Street & 121 W Ogden Ave. 

• The Special Olympics paper shredding fundraiser will be Sunday, May 18th 2019 from 9am to 12pm at the Westmont Police Department, 500 N. Cass Ave. ]

• The Citizens Fire Academy had their graduation last night. Everyone who participated had very positive feedback about this class and our Fire Department. 

• The Westmont Fire Department Facebook page is up and running. 

• Retired Chief Weiss has been selected as the new Westmont EMA Director. He starts in his new role on Monday, April 15th.

• The Knights of Columbus is still holding a Lenten Fish Fry.

Trustee Barry

• The next EDC meeting will be May 1st at Village Hall.

• Last week there was a ribbon cutting at Club Pilates in St. James Crossing.

• Wednesday, April 17th from 5:00pm - 7:00pm there will be a business after hours at McGrath Lexus.

• Go Polar will have a ribbon cutting Thursday, April 25th at 11:00 - 11:30am.

• Invited Larry Forssberg up to the podium to talk about some events that are happening at TECO.

o The annual Fun Fest is coming up on Saturday, May 11th from 11:30 - 3:00pm. 

o There will be a groundbreaking at 10 o'clock in the morning at Market Center. 

o The Senior Spring Fling will be May 3rd from 8:30am - 12:00pm at the Community Center, 75 E Richmond Street, Westmont. Admission is free.

Trustee Nero

• Recapped what was discussed at the Public Works Committee.

o There will be some local regulation regarding lead service line replacement. A bill is currently pending.

o Expect a temporary patch at Cass & Burlington. A new median was also discussed. 

o Verizon will be installing small cell poles at their expense. Hopefully, this will increase internet speed. 

o The north side water tower is progressing. There are discussions with the school to determine a location. 

o We will be going out to bid in June for the new Public Works Facility

o and the groundbreaking is scheduled for July. 

• Boy Scout Troop 55 collected 809 pairs of shoes that will be recycled into different things. 

• Thanked everyone for supporting me and the other trustees that were re-elected.

Trustee Liddle

• The next Administration / Finance Committee meeting will be held May 9th at 4:30pm. 

• Budget workshops are scheduled the week before, May 2, 4:30pm at the Village Hall. This is a public meeting. The public is invited and can participate. However, you can watch the recording.

o Thanked Spencer for all of his work on the budget process.

• The Pet Promenade & Party in the Park will be May 19th, 11:00am - 2:00pm and that is hosted by the Westmont Chamber. This event celebrates, educates, and encourages compassion and awareness between area families and their pets. 

• Race to the Flag will be May 24. You can register using the Village website. It will benefit people's resource center.

Trustee Barker

• Recapped the last Westmont First meeting, which was a round table discussion with local artists in the community. We will meet again in May. 

• The EIC Committee will meet in May. 

• The green speaker series will begin in April. The meetings are held at the Westmont Public Library and some of the topics will be: habitat makeover, seed swap & plant exchange, & composting. 

• Light Bulb Recycling will be Saturday, April 20th from 9am - 12pm at the Westmont Public Library. 

• Tree Seedling giveaway will also be Saturday, April 20th from 9am - 12pm at the Westmont Public Library. 

• The rain barrel will be raffled off on Earth Day, April 22nd. Raffle tickets are still available. All of the money collected will go to Richmond Gardens.

o Thanked Jenny Babyar for painting the rain barrel that will be donated. 

• Storm drain stenciling will be moved to June. 

• The DuPage River Sweep will be May 18th.

Public Hearing pursuant to the requirements of Sections 10 and 20 of the Bond Issuance Notification Act of the State of Illinois, as amended on the plans to issue General Obligation Bonds (Alternate Revenue Source), Series 2019 in the total amount not to exceed $17,500,000.

Communications Director McIntyre addressed the Board on this item.

Motion by Trustee Guzzo to consider an ordinance approving the following requests from the Westmont Lions Club for their proposed 2019 Oktoberfest and 5K Run event:

• Special Event Liquor License Fee Waiver

• Amusement License Fee Waiver

• Tent Permit Fee Waiver

• Live Amplified Sound Permit

• Street and Public Right of Way Closures, Partial Closures, and Temporary Closures

Seconded by Trustee Addington and the motion passed.

(3) 1128 S WILLIAMS STREET - EAGLE CREEK APARTMENTS 

Community Development Director Sylvester addressed the Board on this item.

Motion by Trustee Nero to consider an ordinance for site plan and landscape plan approval for Eagle Creek Apartments to permit modifications to previously approved landscaping.

Seconded by Trustee Liddle and the motion passed.

(4) REVENUE BOND ISSUANCE 

Finance Director Parker addressed the Board on this item.

Motion by Trustee Addington to consider authorizing the issuance of Water Revenue Bonds, Series 2019 in one or more series, of the Village of Westmont, DuPage County, Illinois in an aggregate principal amount not to exceed $7,500,000 for the purpose of financing the costs of certain water system-related capital projects within the Village and paying or costs related thereto.

Seconded by Trustee Liddle and the motion passed.

(5) SERVICE AGREEMENT - INTERACTIVE HEALTH 

Assistant Human Resources Director Brainerd addressed the Board on this item.

Motion by Trustee Nero to consider an ordinance authorizing a service agreement with Interactive Health to provide health and wellness services for Village staff.

Seconded by Trustee Liddle and the motion passed.

Attorney Zemenak addressed the Board on this item.

Motion by Trustee Addington to consider an ordinance re-approving an amendment to the Village Code of Ordinances, Chapter 62, Personnel, Section 62-95, Holidays.

Seconded by Trustee Liddle and the motion passed.

MISCELLANEOUS:

Trustee Barry talked about the project on North Cass. That has been a long time vacant property and now their will be townhomes going into that space. Trustee Addington noticed that there was construction activity at the natatorium.
