a. 410 N Washington Street (North Lot) - Lot Width Variance Extension

Board to consider an ordinance approving a Zoning Code variance extension of 12 months requested by Mr. & Mrs. James Lesko.

Background Of Subject Matter

The variance was approved on January 4, 2017 to allow relief from the minimum lot width for a dwelling in the R-3 Single Family Detached Residence District for a single family home.

Additional Background

As required by the Zoning Code, the petitioner has 12 months to commence activity which will not occur prior to 1/4/19.

b. Westmont Park District Winter Beerfest Fee Waiver

Board to consider an ordinance approving a Special Event Liquor License fee waiver for the Westmont Park District Beerfest.

Background Of Subject Matter

This is an inaugural event and event plans have been reviewed by the Westmont Fire and Police Departments, the Deputy Liquor Commissioner and approved by the Liquor Commissioner. This event will be held on Park District property on Feb. 9, 2019.

Additional Background

The Westmont Park District will receive a one day Class 11 license. The Park District is asking the board to waive the $100.00 application fee for the event. This event will take place on Park District property at Ty Warner Park from 3 to 7 p.m.

c. Increase In Available Class 23 Liquor Licenses

Board to consider an ordinance increasing the number of available Class 23 liquor licenses by one (1) for Diana Sub Inc. d/b/a/ Johnny's Blitz Bar and Grill, 20 N. Cass Avenue.

Background Of Subject Matter

Diana Sub Inc. d/b/a/ Johnny's Blitz Bar & Grill, 20 N. Cass Avenue submitted an application for a Class 23 liquor license which allows them to obtain a video gaming license/permission from the Illinois Gaming Board.

Additional Background

A Class 23 license is required to provide/allow video gaming by the Illinois Gaming Board. Johnny's Blitz Bar & Grill wishes to provide video gaming as an amenity to customers. The primary business will continue to be a restaurant.

Recommendation

Board must determine to increase the number of Class 23 liquor licenses by one (1) if desired. The number of Class 23 licenses is capped as previously discussed by the Board. Johnny's Blitz is eligible to apply for and receive a Class 23 license.

d. Tax Increment Financing Agreement

Board to consider an ordinance authorizing an Economic Development Agreement with Holladay related to the development of the SW corner of Cass and Quincy.

Background Of Subject Matter

Due to costs for the developer to redevelop the property, the Village has offered to reimburse certain developer's costs. This agreement memorializes the Village's obligations to reimburse expenses.

Additional Background

Economic Incentives are authorized by the State TIF statue & are used to lure large developments to a TIF District. The reimbursement payments will be made from real estate tax increment generated from property tax revenues from the development.
