Democrat Thomas Cullerton has been declared the winner in the 23rd District Senate race against Republican Seth Lewis.
With 100 percent of the precincts reporting, Cullerton had 54 percent of the vote with a total of 37,968 votes.
Lewis received 46 percent of the vote with a total of 31,847 votes.
