City of Oakbrook Terrace City Council and Committee of the Whole met April 10.

Here is the minutes provided by the Committee:

I. Call To Order

The Mayor called the April 10, 2018, Regular and Committee of the Whole Meeting of the City Council to order at 7:00 p.m.

II. Roll Call

Roll call indicated the following Aldermen were in attendance:

Present: Esposito, Greco, Przychodni , Thomas, Vlach, and Mayor Ragucci

Absent: Swartz

Also in attendance were City Clerk M. Shadley, City Administrator A. Marrero, City Attorney R. Ramello, and Assistant to the Mayor and Administrator M. Sarallo.

III. Pledge Of Allegiance

The Mayor led everyone in the Pledge of Allegiance.

IV. Additions Or Deletions To The Agenda

None.

V. Approval Of Minutes – Changes Or Corrections

1. Regular Meeting Minutes of March 27, 2018

Motion to approve the minutes of the March 27, 2018 Regular City Council and Committee of the Whole as presented was made by Alderman Esposito and seconded by Alderman Greco.

Alderman Ayes: Esposito, Greco, Przychodni, Thomas, and Vlach

Alderman Nays: None

Motion passed.

VI. Public Participation

None.

VII. Action Items/Consent Agenda

1. Payment of City Bills: April 10, 2018 In The Amount Of $ 119,789.02

2. Ordinance 18-18: An Ordinance Authorizing The Issuance Of A Purchase Order To Currie Motors For One Police Interceptor For The City Of Oakbrook Terrace, Illinois.

3. Ordinance 18-19: An Ordinance Authorizing The Issuance Of A Purchase Order To Napleton Fleet Group For One 2019 Jeep Cherokee For The City Of Oakbrook Terrace, Illinois.

Motion to approve all the items contained on the Consent Agenda for April 10, 2018 as presented was made by Alderman Thomas and seconded by Alderman Vlach.

IX. Recess To The Committee Of The Whole

Motion to recess to the Committee of the Whole portion of this meeting was made by Alderman Esposito and seconded by Alderman Przychodni.

X. Mayor Ragucci

Mayor Ragucci thanked all the City employees for attending the recognition dinner.

XI. Committee Of The Whole Considerations

1. DCVB Sports Bid Venue Presentation.

Beth Marchetti, Executive Director of the DCVB, updated the Council on the current activities of the DCVB. Marchetti noted the DCVB drafted a sports advisory group plan to attract more sporting venues. The DCVB is also looking to host pharmaceutical meetings. The partnership with the Chinese schools resulted in 500 booked room nights here in Oakbrook Terrace during off-peak times. Marchetti noted the City’s hotel occupancy is leading all other DuPage communities.

The DCVB hosted the Youth United States Bowling Championship in 2015. The DCVB recently secured the 2021 Women’s United States Bowling Championship at Stardust Bowl in Addison. This event will go from April through June of 2021 with approximately 400-500 tourists coming every day to area during the 80-day tournament. The tournament will result in 45,000 booked hotel rooms.

Marchetti asked if the City would be willing to contribute approximately $1.50 per booked room which will go towards this event. Marchetti estimated the City’s contribution to be around $15,000. The City will only be responsible for actual hotel rooms booked within the City for this event.

Mayor Ragucci asked how the other communities benefited by giving $20,000 up-front. Marchetti replied these communities were willing to front the contribution to try and make tourists to remain within their town to spend at local restaurants and entertainment venues. Marchetti added there is really not a large difference between the City’s after- the-event contribution versus these other municipalities who contributed up-front. Marchetti noted there will be a third-party booking entity that will take reservations for the participating hotels.

City Administrator Marrero asked Marchetti to elaborate on the marketing campaign that will be specialized for this event. Marchetti explained the DCVB is hoping to do both digital and print advertising for this event. The digital component will include a phone app offering maps and restaurant suggestions. Marchetti hopes to partner with the City’s restaurants to offer coupons to the bowling tourists.

Alderman Esposito asked about the impact of the 2015 Youth Bowling Championship on the City’s hotels. Marchetti replied back in 2015 the average daily rate and revenue per available room experienced a spike in Oakbrook Terrace. Marchetti projected that the City’s hotels should experience increased occupancy and rates during the tournament.

Alderman Greco asked if the City commits to this program then the City’s hotels will be exclusive along with the other municipalities to host the bowling tourists. Marchetti said the City’s hotel logos will be well represented in all the marketing efforts. Alderman Greco said if the City participates he would like to see some real Oakbrook Terrace advertising for this event.

After further discussions the Council concurred to move forward with the “no risk” contribution of $1.50 per booked room with a maximum amount of $20,000.

City Administrator Marrero referenced the spreadsheet distributed this evening that compares the DCVB 2017 budget actuals to the 2018 budget. City Administrator Marrero asked Marchetti to provide more of a narrative and summary for the FY 2019 marketing budget.

Alderman Thomas and Alderman Vlach said the employee appreciation dinner was a real success.

Motion to reconvene the City Council meeting was made by Alderman Esposito and seconded by Alderman Greco.
