1. Call to Order

The meeting was called to order at 7:00 p.m by Chairman Levin.

2. Roll Call

Committee members present: Aldermen Levin, Polomsky and Dunn

4. Business before the Committee

A. Minutes of the February 12, 2018 meeting of the Public Affairs & Safety Committee

Chairman Levin requested the minutes reflect that the Committee agreed to table Item G, the York and Prairie Path Crossing, until September 2018. Alderman Dunn moved to accept the minutes with the above addition. Alderman Polomsky seconded. The motion to accept the minutes passed unanimously.

B. Elmhurst Public Arts Commission

Alderman Deuter presented the topic of creating an Elmhurst Public Arts Commission. Alderman Polomsky noted that existing commissions have varying structures and responsibilities and that applicable information from staff would be needed if a Public Arts Commission is recommended. After the briefing, the Committee agreed to table this item for further discussion at a future Committee meeting.

C. Sustainability Plan

The Committee discussed the draft Sustainability Plan. There was discussion about whether the Plan should be included as part of the Comprehensive Plan or be stand-alone plan. The Committee Report recommending approval of the Sustainability Plan was unanimously approved and signed, and that the Plan be presented at the next Council meeting.

D. EWAN Charity BBQ Fundraising Event

Steve Weatherford, a member of the Elmhurst Walk-In Assistance Network, presented its request to hold a charity event in the York & Vallette Street municipal parking lot. The Committee Report recommending approval of the special event was unanimously approved and signed.

E. Alternative Nicotine Products Ordinance

Chief Ruth and Deputy Chief McLean presented the draft ordinance prepared by the City Attorney and discussion ensued. In addition to an ordinance prohibiting nicotine accessories for youth under the age of 18, the Chief and Deputy Chief proposed an amendment to the tobacco licensing section of the municipal code, to allow for retail sales enforcement. The Committee agreed to review the ordinance further at the next Committee meeting.

F. 2018 Explore Elmhurst Community Grants

The Committee discussed the applications for the 2018 community grant program, including Special Kids Day, Christian Clearing House, and other applicants. The Committee discussed the possibility of reviewing Community Grant eligibility criteria, specifically, to consider if organizations must be based in Elmhurst, and if grants may or may not be passed through by recipients to organizations they support. The Committee Report recommending approval of the 2018 community grants was unanimously approved and signed.

G. 2018 Elmhurst Trolley Proposal

Communications Manager Schref presented the proposed 2018 Trolley program. The Committee discussed program options and the utilization of Chicago Trolley Company. The Committee Report recommending approval of the 2018 Elmhurst Trolley program was unanimously approved and signed.

5. Other Business

Chairman Levin requested the Alternative Nicotine Products and Palmer Drive Digital Sign items be placed on the next Committee agenda.
