DuPage County CDC Executive Committee met Sept. 5.

Here is the agenda provided by the Committee:

1. Call To Order

11:35 AM meeting was called to order by Vice Chair Patrick Grill at 11:38 AM.

A. CDC - Executive Committee - Regular Meeting - Aug 1, 2017 11:35 AM

On a voice vote, the Minutes of August 1, 2017 were approved.

Result: Accepted [Unanimous]

5. Action Items

A. Action Item -- Recommendation for approval of a Fifth CDBG Agreement Modification, Fourth Time Extension with Family Shelter Service, Project Number CD15-11, extending project completion date to March 31, 2018.

Chan stated that the Family Shelter Service is nearing completion of its shelter rehabilitation project. Left to complete is cabinetry installation and tweaking of the

HVAC system.

On a voice vote, the motion passed.

Result: Approved [Unanimous]

6. Other Business

Keating informed the Committee of an email she had received from a member referencing a CDBG public services discussion that had taken place during a previous meeting. The member indicated that they were hesitant to ask questions at the meeting for fear of appearing unknowledgeable. Keating, as being the department director, felt the blame was hers for this perception and apologized for it. Realizing that she, and many of the committee members, have been doing this for many years that for a new committee member some of the language and processes may seem quite daunting. There is a steep learning curve involved. Her desire is to be more conscientious by providing additional background information in the packet memos as well as during meeting discussions. If any additional questions arose, staff would always available.

Berley asked if there was any news when the 2017 HUD CDBG grant funds would be received.

It was getting late in the year to start municipal infrastructure projects.

A few of the staff had been at HUD’s regional office in Chicago last week. The local office had no knowledge when funds would be released. Chan said she was informed that the local office had completed its review and was waiting to hear back from Headquarters in Washington DC.

Keating was informed that there were many vacancies at the DC Headquarters. She and two other staff members would be attending NACCED's (National Association for County Community and Economic Development) conference next week. Stan Gimont, head of HUD’s CDBG program, will be in attendance, and staff will speak with him at that time.

Suggestions were made to contact local congressmen to advocate to the federal agencies.

7. Adjournment

Chaplin made the motion, seconded by Anderson to adjourn the meeting at 11:44 am.
