5. Action Items
A. Action Item -- Recommendation for approval of Alden’s request to restructure the
HOME program loan for Project Number HM00-01, Alden Horizon at Waterford.
Chan stated that the previously approved Alden HM00-01 HOME loan restructure request has been brought back to the Committee due to U.S. Housing and Urban Development Department’s (HUD) required subordination agreement language regarding “repayment subject to available Surplus Cash”. According to the CDC’s due diligence process performed, there should be enough surplus cash for the stipulated monthly payments.
Beth Demes, Executive Director of Alden Foundation, was available for questions.

B. Action Item -- Recommendation for approval of an Agreement and RLURA Modification for Project HM03-06 Ray Graham Association – Scattered Site Community Integrated Living Arrangement homes (CILA), shortening the Affordability Period to June 28, 2019.
Chan informed the Committee that the requested action was a continuation of the Department’s monitoring cleanup. By shortening the affordability period to match HOME regulations, this eases the in-house monitoring burden, as well as reducing the County’s potential risk of paying back funds if a compliance issue arose.
Berley asked if the initial investment was $250,000 and Chan said yes.
