DuPage County Development Committee met August 15.

Here is the minutes provided by the Committee:

1. Call to Order

11:00 am meeting was called to order by Chair Sam Tornatore at 11:00 am.

A. Please turn all beepers, pagers and cell phones "off" or to "vibrate" during the meeting

2. Roll Call

Present: Anderson, Chaplin, Eckhoff, Grasso (Remote), Tornatore, Wiley (Remote)

Absent:

Member Grasso requested that the record reflect that he was assigned out to trial, and is participating as a non-voting member by phone.

Motion by Member Anderson, seconded by Member Chaplin to allow Member Wiley to participate via speaker phone while he is serving in the military. On a voice vote all members present voted aye. Motion carried.

3. Chairman's Remarks

Chair Tornatore noted that the Neighborhood Revitalization Program is up and running. The Daily Herald ran an article on the program. Chair Tornatore updated the Committee on how much as been accomplished with this program.

Chair Tornatore informed the Committee that he participated in a conference call with CMAP and a number of municapalities regarding the Route 83 Corridor Study.

4. Public Comment

A. Public comment is limited to three minutes per person, at the beginning of the meeting. Any comment on Zoning items must be limited to discussion of testimony and/or evidence presented in the Zoning Board of Appeals. No new testimony or evidence can be presented.

There was no Public Comment.

(Bloomingdale Township/District 1) To approve the request to extend the time period for the Conditional Use for three (3) months, pursuant to Section 37-1413.11: Time Limit for Conditional Uses: Conditional uses granted hereunder shall not be transferable and shall not run with the fee ownership of the land unless otherwise specified by the terms of the conditional use. No ordinance of the county board granting a conditional use shall be valid for more than eighteen (18) months from the date of such ordinance unless the building permit is obtained or the use is commenced within such time period. (No Resolution or Ordinance attached) DuPage County Development Committee vote to approve: 5 Ayes, 0 Nays, 1 Absent

A Variation to reduce the corner side yard setback from 30 feet to approximately 20 feet all to build a new single family home ZBA vote to approve: 7 Ayes, 0 Nays DuPage County Development Committee vote to approve: 5 Ayes, 0 Nays, 1 Absent

Motion by Member Chaplin, seconded by Member Anderson to go into Executive Session to review the Executive Session Minutes Pursuant to Section 2(C)(21) at 11:13 AM. On a roll call vote all members voted aye. Motion carried.

11. Disposition of Executive Session Minutes

The Meeting resumed in open session at 11:21 am.

Motion by Member Chaplin, seconded by Member Anderson to keep confidential the minutes of June 27, 2006 and April 4, 2017, and to publish the December 6, 2016 minutes. On a voice vote all members voted aye. Motion carried.

12. Adjournment

Motion by Member Chaplin, seconded by Member Eckhoff to adjourn the meeting at 11:25 am. On a voice vote all members present voted aye. Motion carried.

13. Administrative Hearing

The Administrative Hearing was called to order at 11:26 AM by Chair Tornatore.

14. Roll Call

On a roll call, Members Anderson, Chaplin, Grasso (remote non-voting) Eckhoff, Wiley (remote) and Tornatore were present.

15. Public Comment

Kevin Coyne, Attorney representing the Petitioner, Holly Halis and Shellie Kinchko were present and also representing the Petitioner. Mr. Coyne spoke in favor of the Petition.

16. Administrative Appeal Hearing

A. Action Item -- Building Board of Appeals request for 24W788 75th Street, Naperville, Permit number P42382. Request to modify the fire sprinkler system from a NFPA13 fire sprinkler system to a NFPA13d fire sprinkler system. Mr. Stran, Buildidng & Zoning Manager, gave a brief explanation of the Administrative Appeal regarding the request to modify the fire sprinkler system. Staff answered all questions posed by the Committee.

On a roll call vote.

Result: Approved [5 To 0]
