Village of Winfield Committee of the Whole met July 20.

Here is the minutes provided by the Committee:

Elected. Officials Present:

President Pro Ten Mustes, Clerk Mareachen, Trustee Greer, Trustee Hogan, Trustee Longacre, Trustee McCurdy

Elected Officials Excused: President Spande

Others Present:

Curt Barrett, Willage Manager David Schar, Police Chief

Kathie Elliott, Village Attorney Jim Bibby, Engineer Rempe-Sharpe

Lynn McCammon, Finance Director Tye Loomis, Public Works Director

Peter Krumins, Development Coordinator

There were no public comments on the following three agenda items.

Consider professional services agreement for Riverwalk park grant writing assistance Village Manager Barrett discussed the Riverwalk project and introduced Bill Inmin with Hitchcock Design Group, Hitchcock Design Group proposed to help the Village with the Riverwalk Grant Writing. He discussed the OSLAD (Open Space Land Acquisition Development) Grant and discussed their project proposal for the Riverwalk which included program design, analysis, and grant applications.

The Trustees discussed the Village's commitment to participate once chosen for the grant. It was discussed that the next anticipated application date would be summer of 2018. It was further discussed that the OSLAD fund was secure and escaped sweeping and that when the next call for applications occurs the Village would need to apply and be ready to commit to the grant,

The Board discussed retaining Hitchcock. Design Group. This will be moved forward for a vote.

Review proposed changes to the Village Code regarding inoperable motor vehicle regulations-

Development Coordinator Krunins discussed the definition of an inoperable motor vehicle. He discussed the Willage Process and how the Village works with Code Enforcement to remedy inoperable vehicles. He discussed that the current code's "6-month inoperable status" of a vehicle is hard to track because it is an extended period of time. He recommends changing the code to reflect a 10-day inoperable status limit. He further recommended that a vehicle registration sticker be mandatory, and antique vehicles would be included. The Board agreed to move it forward for a vote.

Review bid results for the budgeted construction of Public Works material storage bins-

Jim Bibby the lead Engineer with Rempe Sharpe discussed the material storage bins that are required by our Public Works Department for proper storage. The Board discussed the advantages of the structures and decided to move this forward for a vote.

There were no Future Committee of the Whole items

Trustee Sorgatzinquired about the Metra Platform and Village Manager Barrett provided an update.

Motion:

At 8:30 pm. Trustee Greer made a motion and Trustee Hogan seconded the motion to adjourn the meeting. All the Trustees voted in favor and the motion passed.
