City of Wood Dale Public Works Committee met April 27.

Approval of the Minutes:
The minutes of the April 13, 2017 meeting were approved as presented.
Report & Recommendation:
Approval of Contract with HR Green to Provide Landscape Design and Plans for the Northeast Corner of Illinois Route 19 and Wood Dale Road in an Amount Not to Exceed $24,458.81
Discussion:
With the work done at Illinois 19 and Wood Dale Road, the Northeast Corner showed itself as needing some assistance to become a focal point for the community.
Staff reached out to HR Green, who is also designing the Northwest Corner and the Clock Tower Project.
At the March 23rd meeting, HR Green introduced three-(3) different design concepts. The Public Works Committee agreed on Concept #2. This contract is the document that makes that Concept into a Design reality and gets it ready for the IDOT Letting.
Ald. E Wesley asked if why does this project need to go to Springfield for approval and Mr. Matt York, Public Works Director clarified that this project is a project is funded with grant money and as part of the process we are required to follow the IDOT process framework.
Ald. E. Wesley has some concern about timing since Springfield is set to shut down and Mr. York explained that if the project does not get down there before the shutdown that the project would have to be delayed just like any other project sent to Springfield.

Approval of Replacement of Chain Link Fencing at the North Wastewater Treatment Plant by Complete Northern Illinois Fence in an Amount Not to Exceed $20,963.00.
Discussion:
Staff recommends the approval of replacement of chain link fencing at the North Wastewater Treatment Plant by Complete Northern Illinois Fence in an amount not to exceed $20,963.00.
With the Rehabilitation of the North Wastewater Treatment Plant, the chain-link access control fencing along the property was not replaced. It is currently in a state where replacement would be advantageous due repairs that need to be done to and the general unsightliness of the fence.
There will be two separate parts of this project.
One hundred and eighteen feet (118') of the project will be Black Vinyl Coated Chain Link Fence that is six feet tall with one-foot Barb Wire. This will be placed on the far eastern portion of the property, adjacent to the screen wall.
By putting a black fence on this section back to the wooded area near the creek, it will help to soften the buildings and equipment behind the fence.
The second portion (638') of the project will be to remove and replace the rest of the chain link fence with new fencing, as well as the installation of a Double Gate and a Single Gate at the rear of the property.
This Project has been budgeted in the FY 2018 CIP. Three-(3) companies were asked to provide us with quotations. The results are as follows:
Complete Northern Illinois Fence $20,963 Standard Fencing $25,725 Century Fence Company of Illinois $34,853
This project was budgeted as part of the North Treatment Plant Facility Maintenance expenditures. This line item has $134,000 budgeted.
Ald. E Wesley asked why this project was not looped in with the Treatment Plant and Mr. York stated that this project started prior to his employment at the City and he wondered the same thing.
Ald. R. Wesley asked if the Treatment Plant Project was finished under budget and City Manager Mermuys stated that the project was on budget. Ald. R. Wesley didn’t understand why this wasn’t just included in the project instead of now.
The Mayor stated that after discussion of the three foot extended chain link guidelines were this project was never brought to Council.
Manager Mermuys clarified that this was one of the cost saving items that the Council voted to cut in order to save $100,000 on the Treatment Plant Project.
Mr. York stated that this was listed in the CIP for this year’s budget as a maintenance and repair project and it is expected that we will always have maintenance at the treatment plant over time.
Ald. Woods stated that the area where the fence is located has a lot of wear and tear due to trailers in the space and staging for the project and created more damage to the fence since the construction of the treatment plant occurred.
Ald. Jakab asked if the fence was black and Mr. York replied no the fence is not black only a small section out of sight.
Ald. Catalano asked how many feet of fence are we replacing and why can’t we put a structure in there like a brick wall and Mr. York stated 638 Feet of fencing will be replaced and clarified that a structure would interrupt the easy water flow.
Ald. Catalano asked why we couldn’t use slats and Mr. York replied that he is not a fan of slats and feels the clack screening and chain-link fence will blend in better.
