Here is the agenda as provided by the Board:

Participants are advised that the Open Forum procedure is a privilege and should not be abused. Upon completing an Open Forum request form and submitting it to the Village Clerk before the commencement of the meeting, participants will be recognized and given a chance to speak. The time limit to speak is 3 minutes. If deemed necessary by the Village Board, the matter may be referred to Village Staff or may be placed on a future agenda for Board consideration.

All participants are expected to exercise common courtesy and follow any rules of order established or announced by the Village Board and/or Mayor. Candidates for local public office may not use this forum for campaign purposes.

I. Westmont Chamber Of Commerce & Tourism Bureau Open House

Board to consider an ordinance approving the following requests for the 2017 semi-annual Westmont Chamber of Commerce Open Houses scheduled for February 15th and September 20th:

Waive the Special event liquor license fee

Grant a request to serve alcohol on Village Property, Westmont Centre

Background Of Subject Matter

WCCTB will be hosting 2 open house events in 2017: Wednesday, February15th and Wednesday, September 20th. The events will be held from 5:00pm until 7:00pm at Westmont Centre, 1 South Cass Avenue.

a. Birch Point Villa Condominium Association - Plat Of Subdivision

Board to consider an ordinance approving a preliminary and final plat of subdivision and dedication of public right of way (Morning Glory Drive extension).

Background Of Subject Matter

The Village has agreed to accept ownership via a dedication of a private drive within the Birch Point Villa Condominium Association. This new public ROW will extend Morning Glory Drive which currently is a dead-end.

Additional Background

Westmont will improve and maintain this ROW; Birch Point Villa Condominium Association will maintain its adjacent parking lot.

b. Birch Point Villa Condominium Association - Development Agreement

Board to approve an ordinance authorizing a development agreement between the Birch Point Villa Condominium Association and the Village of Westmont for the construction and maintenance of public improvements.

Background Of Subject Matter

This agreement defines the improvement & maintenance responsibility of the Village for the new ROW and the maintenance responsibility of the Association for their parking lot.

c. 20 West Burlington - Barber Shop

Board to consider an ordinance approving a Development Permit request from Joseph Gutierrez to allow the operation of a barber shop in the B-1 Limited Business District.

Background Of Subject Matter

Applicant requests to operate a barber shop in a tenant space that has historically operated for this purpose for many years. Parking has not been an issue at this location and the use will fill a downtown vacancy.

d. Increase In Class 2 Liquor Licenses

Board to consider an ordinance to increase the number of Class 2 Liquor Licenses by one for Johnny's Blitz Bar and Grill at 20 North Cass Avenue.

Johnny's Blitz Bar & Grill has applied for a liquor license to operate a bar & grill in the downtown business district.

e. Resolution To Honor Fallen Bloomingdale Police Officer

Board to consider a resolution to honor Police Officer Raymond Murrell who was fatally injured in the line of duty.

f. DuPage County Natural Hazards Mitigation Plan

Board to consider a resolution to adopt the DuPage County Natural Hazards Mitigation Plan for 2017 as an official plan of the Village of Westmont.

Background Of Subject Matter

The DuPage County Natural Hazards Mitigation Plan identifies a series of action items & recommendations to protect people, reduce damage from natural hazards such as floods, severe winter and summer storms, tornadoes, extreme heat, etc.

g. 2017 DuPage Mayors & Managers Conference - Legislative Action Program

Board to consider a resolution endorsing the DuPage Mayors and Managers Conference 2017 Legislative Action Program.

Background Of Subject Matter

The Village Board is asked annually by DMMC to consider endorsing their annual Legislative Action Program. The endorsement provides staff with direction on what needs to be communicated to our legislators.

This Board may adjourn to closed session to discuss matters so permitted and may act upon such matters upon returning to open session.
