APPROVAL OF THE MINUTES:
The minutes of the June 9, 2016 meeting were approved as presented.
REPORT & RECOMMENDATION:
AN ORDINANCE AMENDING CHAPTER 4, ARTICLE XVIII OF THE MUNICIPAL CODE OF THE CITY OF WOOD DALE REGARDING SOLICITORS AND CANVASSERS
DISCUSSION:
There was discussion regarding approval of changes to City Code Chapter 4, Article XVIII relative to the solicitors and canvassers. Based upon a court ruling, the City is limited on the amount of restrictions they can place on solicitors and canvassers. The current ordinance requires updates to reflect the office hours of the City Clerk’s office, revise a process for obtaining a temporary solicitor permit to include a City issued photo identification, and identify exemptions for minors soliciting for a community group and certain political and religious activities. The previous ordinance did not include a City issued photo identification card. This new process will allow for the collection of a deposit to ensure that the card is returned. In addition, the hours in the previous ordinance were listed as 8:00 am to 4:00 pm, which does not match the office hours of the Clerk’s office.
Finally, the exemptions for minors was spelled out as far as who may be raising funds for local groups, in addition to the inability to restrict political and religious speech. Ald. Susmarski asked if this would apply to campaigning signs for political office. Chief Vesta explained that this has nothing to do with political campaigning. Ald. Peter Jakab referred to section 4.1812 and made a point that both children’s fundraisers such as Girl Scouts and political campaigning was covered. Chief Vesta stated that he will check with the attorney to make sure that the City doesn’t have to put a disclaimer about political and religious activities.
Ald. Catalano asked about the current hours for solicitors and Chief Vesta stated that the current hours were 9 am till 9 pm. Ald. Messina applauded Chief Vesta for updating this ordinance and asked if the City is provoking more phone calls by not setting a specific time.
Ald. Catalano asked what the proposed hours for soliciting were and Chief Vesta stated that it would be 30 minutes past sunset. Ald. Messina stated that he does not want people to be upset with Wood Dale police officers over a misinterpretation of time and prefers a specific time. Chief Vesta proposed that if the Council wanted to set a time, it should be 6:00 pm, October-March and 8:00p m, April-September. Ald. Messina asked when this would go in to affect. Chief Vesta stated that once passed, everyone gets a 15 day warning of new legislation. After that time frame, it will be enforced. Ald. Messina stated that it is important to get this going by October. The Council requested that Chief Vesta prepare an ordinance that has specific times to review prior to passing. They don’t want to prolong the process so they will move it to a Council meeting pending the review.
VOTE:
Ald. E. Wesley made a motion, seconded by Ald. Woods, to table An Ordinance Amending Chapter 4, Article XVIII of The Municipal Code of The City of Wood Dale Regarding Solicitors And Canvassers. A voice vote was taken with a response of all ayes and the motion carried.

a. False Alarm Ordinance Revisions - Residential (September 8th)
b. Removing Canadian Drug sign from 191 W. Irving Park Road (Ald. Sorrentino) Chief Vesta will work with Community Development to see if there is a violation and provide an update.
