DeLaRosa supports HB5524 to create public listing of electric utility charges
Rep. Margaret A. DeLaRosa (D-42nd) cast a Yes vote for HB5524 in the 104th General Assembly on May 31, 2026, as recorded by the Illinois House. The measure passed unanimously with a 117-0 vote.
The legislation’s official description labels it as "UTILITY CHARGE TRANSPARENCY."
We provide the following clarification, based on the bill’s language, to explain the provisions outlined in the measure.
The legislation mandates that, starting Jan. 1, 2027, the Illinois Commerce Commission launch and maintain a public website listing every electric utility bill charge except those for delivery or supply, provided these charges are state-mandated or commission-approved. For charges sent to the state, the site must include the legal basis, total collected yearly, state spending uses and itemized expenses. For utility-retained charges, it must present the legal basis, intended use, annual collections, a breakdown of expenditures and descriptions explaining how the spending supports its stated purpose.
The legislative record for HB5524 cites the action 'Senate Floor Amendment No. 2 House Concurs.'
DeLaRosa earned her BS from DePaul University.
Elected in 2025, DeLaRosa, a Democrat, serves the 42nd House District after taking over for former representative Terra Costa Howard.
Illinois bills go through a multi-stage process beginning with introduction in the House or Senate, then committee consideration, floor debate, and floor votes in both chambers before delivery to the governor for signature or veto. The General Assembly works on a biennial cycle, and while thousands of proposals are filed every session, only a small percentage become state law.
