City of Warrenville Bicyclist and Pedestrian Advisory Commission met March 10

Here are the minutes provided by the commission:

A. CALL TO ORDER

Chairman Davis called the meeting to order at 6:30 p.m.

B. ROLL CALL

Members Present: Commissioners Harlan Davis (Chair), Sebastian Pique, Lindsay Reinhardt, Alex Griffin, and Susan Kasprowicz

Also Present: City Staff Liaison Kassandra Hernandez-Galvan, City Council Liaison Craig Kruckenberg, and Warrenville Park District Liaison Nick Bovio.

C. APPROVAL OF FEBRUARY 10, 2026 MEETING MINUTES

A motion to approve minutes of the meeting was made by Commissioner Kasprowicz and seconded by Commissioner Pique.

D. CITIZEN COMMENTS

No citizens were present for comments, nor were any submitted.

E. STAFF REPORT

Staff Liaison reported that public comment is currently open for the Public Right-of-Way ADA SelfEvaluation and Transition Plan. There will be a Public Hearing on March 16.

F. BUSINESS OF MEETING

Spring Summer Communication Plan.

Staff Liaison Hernandez-Galvan asked Commissioners to consider what information should be displayed on the City electronic sign and shared via social media and Hometown Happenings. It was suggested that communication about e-bikes is important, and Commissioners also discussed the use of yard signs, though BPAC will need to evaluate their effectiveness. Ride Illinois indicated that its data suggests signage can contribute to “sign fatigue” and instead recommended the use of bumper stickers. Staff Liaison Hernandez-Galvan noted that she had explored sticker options and found that 250 stickers could be purchased for $200, with a decision on whether to proceed to be made at a later date. Discussion of e-bikes sharing the road with cars was scheduled for May, and Commissioners also raised the need for reflectors, with Commissioner Reinhardt noting that Ride Illinois indicates they are required; further discussion on reflectors was deferred to a later meeting when daylight hours are shorter.

Section G: Bicyclist Friendly Community Application Update. Commissioner suggestions were discussed, and several priorities were slightly rearranged and edited. “Improved quality of life” was moved to the first position. Commissioner Griffin suggested rewording “Community development” to “Community connectivity.” The City Council Liaison Kruckenberg reported no new updates on the Mack Road Project, noting only that negotiations to acquire the land are ongoing.

Discussion of Spring Fling. BPAC will again participate in the Johnson School Spring Fling, April 25, 2026, 1-3pm at a table by the concession stand. Staff Liaison Hernandez-Galvan reported that Recycled Cycling had made two baskets for giveaways at the event. Attending the booth will be Chairman Davis, Staff Liaison Hernandez-Galvan, Council Liaison Kruckenberg, Commissioners Pique and Kasprowicz, and Park District Liaison Nick Bovio.

Discussion of Bike Rodeo 2026. The Rodeo is set for May 16, from 9-11 a.m. Recycled Cycling is again donating bells. He also quoted on lights from his suppliers, and following discussion, it was determined that BPAC will purchase 60 lights for $600 ($10/each). Commissioner Griffin’s new designs for the BPAC/rodeo t-shirts were presented, and it was decided to accept the first design, but with “Bicyclist and Pedestrian Advisory Commission” wrapping under the circle design on the front, with the Bike Rodeo 2026 reference on the back. Staff Liaison Hernandez-Galvan reported that the City Council had approved our request for solicitation of donations from Rosati’s Pizza and Dairy Queen. Commissioner Kasprowicz will contact Rosati’s for 100 coupons and ask if water can be donated as well. Commissioner Reinhardt will contact the Dairy Queen for 50 coupons. We have not heard if Northwestern will be participating, but PedalHeads will be on hand for helmet checks. The Warrenville Fire Protection District has not yet responded but will be there as will the Warrenville Police Department. It was reported that Ride Illinois also has an updated bike safety course, “Smart Cycling,” for which people would register. This will be explored at a later date.

G. COMMISSIONER COMMENTS/REPORTS

Commissioner Kasprowicz asked whether there had been any updates regarding a question raised by a woman at the Warrenville Resources Fair about improving signage at the intersection of Butterfield Road and Winfield Road, where Forest Preserve areas converge. The Staff Liaison responded that inquiries had been made, but no answers had been received yet.

H. ADJOURNMENT

A motion was made to adjourn the meeting at 7:18 p.m. by Commissioner Kasprowicz and seconded by Commissioner Pique.
