City of Elmhurst Finance Council Affairs & Administrative Services Committee met Jan. 12

1. Call to Order

Chair Talluto called the meeting to order at 7:01 p.m.

5. Business Before the Committee

A. Minutes of the December 8, 2025, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the minutes of the December 8, 2025, FCA&AS Committee meeting was made by Alderman Virgil and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

B. Report – 2026 DMMC Legislative Action Program

Director Coyle presented an overview of the DuPage Mayors and Managers Conference (DMMC) 2026 Legislative Action Program and the Committee discussed the four action items outlined in proposed program. The Mayor noted that the City is one of 35 member communities, and that the action items represent the key advocacy concerns of the member municipalities. A motion was made by Alderman Nudera and seconded by Alderman Virgil, to approve the report recommending that City Council direct the City Attorney to prepare a resolution to endorse and adopt the DMMC 2026 Legislative Action Program. Roll Call vote: 3 ayes, 0 nays, 1 absent. Motion carried.

C. Municipal Utility Fund Revenues

At the last meeting, the Finance Committee approved a new $10 bi-monthly phosphorus fee for 2026 to fund federally mandated improvements at the Water Reclamation Facility. This fee is similar to the existing Capital Investment Recovery Charge (CIRC), which currently has a senior freeze discount eliminating $42.88 per cycle for qualifying seniors that receive the Senior Assessment Freeze on their property tax bill. However, the Committee did not discuss whether to extend this discount to the phosphorus fee, therefore staff requested further direction from the Committee. Currently, there are 503 senior freeze accounts.  The Committee deliberated and determined that extending the freeze to the phosphorus fee would not have a significant impact on the overall revenue projections for the Municipal Utility Fund, while providing further relief to low-income senior households. A motion was made by Alderman Nudera and seconded by Alderman Virgil to approve a senior freeze discount for the phosphorus fee, which will be incorporated into the final report recommending proposed water rate increases to City Council.  Roll Call vote: 3 ayes, 0 nays, 1 absent. Motion carried.

6. Other Business

Director Coyle provided an update to the Committee on the City’s implementation of a new Utility Billing system, which was successfully launched on January 5th. There remain a few outstanding tasks to complete, however, the City is utilizing the new system to generate customer bills and process incoming payments.

Director Coyle and Chair Talluto updated the Committee on the plan for a comprehensive financial review of the General Fund, in order to solve the forecasted imbalance between revenue and expenditures which was discussed during the 2026 budget process. The process will begin with a review of the compensation and class study at the next meeting.
