State Rep. Nicole La Ha: 'Trooper Carns, a dedicated public servant with 11 years of service in troop 3, lost his life to injuries'

State Representative Nicole La Ha expressed her condolences following the death of Illinois State Police (ISP) Trooper Clay M. Cairns. She made the statement in a December 24 Facebook post.

"Early this morning, Illinois State Police Director Brendan Kelly announced the tragic passing of Trooper Clay M. Carns, who was struck by a passing vehicle while removing debris from I-55 near Channahon on the evening of December 23, 2024," said La Ha, according to Facebook. "Trooper Carns, a dedicated public servant with 11 years of service in Troop 3, lost his life to his injuries at St. Joseph Hospital in Joliet. Trooper Carns was not only a brave and selfless member of the Illinois State Police, but also a beloved husband to Meghan, a devoted father to Gray and Ally, and a cherished son to Patty and Danny Carns. His loss is deeply felt by all who knew him, and his commitment to serving and protecting the people of Illinois will not be forgotten."

According to a report from the State Journal-Register, the collision that led to Trooper Cairns' death occurred on December 23 at approximately 9:42 p.m. while he was removing debris from southbound I-55. A passing pickup truck struck the ISP trooper north of Blodgett Road, near Channahon. Trooper Cairns was transported to St. Joseph Hospital in Joliet, where he died around 10:45 p.m.

The report states that Trooper Cairns had spotted debris on the interstate and pulled onto the right shoulder. He activated his emergency lights and was standing in the lane to grab the debris when he was struck by a vehicle driven by John Fleet, 69, of Wilmington. Fleet was arrested and faces a Class 4 felony charge.

La Ha’s statement continued in her December 24 Facebook post: "To Trooper Carns’ family, colleagues, and loved ones: Please know that the entire community mourns with you. My heart goes out to you during this time of unimaginable grief. I encourage everyone to join me in keeping Trooper Carns’ family and the Illinois State Police in our thoughts and prayers." She added, "This tragedy is a solemn reminder of the risks our law enforcement officers face each day as they work to keep us safe."

NBC 5 reports that this collision occurred 14 years to the day after a similar incident killed Chicago Fire Lt. Scott Gillen, which led to the creation of Scott's Law—a regulation requiring all drivers to move over when approaching an emergency vehicle or any vehicle with emergency or hazard lights on.

La Ha was appointed to fill a vacancy in the 82nd State House District following John Egofske's resignation. The former Mrs. America previously served as press secretary for Senate Minority Leader Dan McConchie (R-Hawthorn Woods). She has an extensive background in public advocacy and active involvement in charitable committees. La Ha received the 2018 International Humanitarian Award for exceptional community service. Her campaign website highlights her commitment to community service and her election to the Village of Homer Glen Board of Trustees in 2021, where she opposed tax increases and played a pivotal role in enhancing life quality for residents with disabilities.
