City of Elmhurst Development, Planning, & Zoning Committee met Aug. 12

Here are the minutes provided by the committee:

1. Call to Order

Chair Deuter called the meeting to order at 7:02 p.m.

2. Roll Call

Present: Deuter, Veremis

Absent: Park

Staff Present: Franz, Gal, Sianis (part)

Elected Officials: Mayor Levin (part)

3. Receipt of Written Communications

Items received were posted to Board Docs.

4. Public Comments

Arnold Karolewski commented on Case 24 P 07.

Tom Altergott commented on window wells in side yard setbacks.

Christie Ainge commented on the green space between Schiller and Third in reference to comments she submitted at the 7/15 City Council meeting.

5. Business Before the Committee

A. Development, Planning & Zoning Committee Meeting Minutes July 22, 2024

Alderman Veremis made a motion to approve the minutes of the DP&Z Committee on July 22, 2024.  Chair Deuter seconded. Voice Vote. Motion passed.

B. Case 24 P 07 True North Conditional Use Permit - 654 & 668 W. North Avenue

The applicant, Tim Shoemaker, provided additional information requested by Staff and DPZ Committee. The project team requested 2023 accident history from IDOT however, information has not been released yet. They have also submitted their plans to IDOT for comments.

Chair Deuter noted having significant concerns about the increased intensity of use on this property with the addition of stand-alone diesel pumps. It was discussed that this would be the only gas station in Elmhurst with this type of configuration. Alderman Veremis agreed that the intersection is very busy, and that the addition of diesel pumps may intensify existing issues.

The Committee asked additional questions on new documents including the headways described in the KLOA memo. The Committee agreed that input from IDOT is necessary before any action can be taken.

C. Referral - Historic Preservation Ordinance and Historic Preservation Commission Initial Discussion

Chair Deuter introduced the referral for initial discussion. Mayor Levin stated that he intends to speak with the HPC about the referral. The Committee will ask the HPC to research the items brought up in the referral and provide recommendations to the Committee on changes for consideration.

D. Zoning Ordinance Update - Public Draft 2.0

The Committee reviewed the remainder of the circle back memos. It was noted that an additional circle back memo with remaining items will be brought back to DPZ. After both DPZ and Z&P completed their review, the public draft for the public hearing will be released and the Zoning Ordinance update will go through the public hearing process.

6. Other Business

Alderman Veremis stated that at the last EDC meeting she presented the TIF referral, and they will discuss further at their next meeting later this month.

Chair Deuter asked for an update on the Homes for a Changing Region program. CP Franz stated that staff is working with MMC to determine the timeline and meeting dates.

CP Franz stated that the joint meeting with Z&P and DPZ for the Downtown Plan will be on September 4th. The Community Open House is planned for the evening of September 11th.  

7. Adjournment

Alderman Veremis made a motion to adjourn at 9:08 p.m.  Chair Deuter seconded. Voice Vote. Motion passed.
