City of Elmhurst Development, Planning, & Zoning Committee met July 8

Here are the minutes provided by the committee:

1. Call to Order

Chair Deuter called the meeting to order at 7:01 p.m.

2. Roll Call

Present: Deuter, Park, Veremis (entered at 7:04 p.m.)

Absent: None

Staff Present: Franz, Gal, Grabowski

Elected Officials: Irby (part), Nardini (part)

3. Receipt of Written Communications

5. Business Before the Committee

A. Development, Planning & Zoning Committee Meeting Minutes June 24, 2024

Alderman Park made a motion to approve the minutes of the DP&Z Committee on June 24, 2024.  Chair Deuter seconded. Voice Vote. Motion passed.

B. Special Meeting - Joint Meeting of the Development Planning and Zoning Committee and Zoning and Planning Commission/Zoning Board of Appeals Meeting Minutes June 20, 2024

Alderman Park made a motion to approve the special meeting minutes of the DP&Z Committee and Zoning and Planning Commission/Zoning Board of Appeals on June 20, 2024.  Chair Deuter seconded. Voice Vote. Motion passed.

C. Planned Unit Development Concept Meeting — 256-260 N. Addison Townhomes

ACP Gal stated that a PUD is required for this project because the properties are located in the Downtown and exceed 75 feet of frontage. ACP Gal introduced Rich Barnes, architect, for the project. Rich Barnes summarized the neighborhood meeting that was held last week. Approximately 8 people attended and asked questions about the construction timeline and stormwater management.

Preliminary elevations and site plan for the project were presented. The Committee discussed the parking spaces proposed in front of the townhomes and agreed that they would be beneficial for short-term parking such as for deliveries, ride share, and landscaping trucks. The Committee asked questions on the design and materials of the project as well as stormwater management. The Committee did not note any concerns that would prevent the applicant from moving forward with the project.

D. Zoning Ordinance Update - Public Draft 2.0

The Committee reviewed the circle back memo on the first draft of the zoning ordinance rewrite. There were items noted that need additional discussion and staff research. The Committee will continue their review of the circle back memo and redlined changes at an upcoming meeting.

6. Other Business

None.

7. Adjournment

Alderman Veremis made a motion to adjourn at 8:53 p.m.  Alderman Park seconded. Voice Vote. Motion passed.

Meeting adjourned at 8:53 p.m.
