City of Warrenville Plan Commission/Zoning Board of Appeals met June 6

Here are the minutes provided by the board:

A. CALL TO ORDER

Chairman Cosgrove called the meeting to order at 7:00 p.m.

B. ROLL CALL

PC Present: Tim Cosgrove, Jessica Tullier, Jim Martina, Byron Miller, Natalie Clemens, Andrew Johnson, Bob Vavra

Excused: Mark Taylor, Rachael Fawell

ZBA Present: Tim Cosgrove, Jessica Tullier, Jim Martina, Byron Miller, Natalie Clemens, Bob Vavra

Also Present: Community and Economic Development Director Amy Emery, Planner/GIS Technician Jack Maszka

Not present: Assistant Community Development Director Consuelo Arguilles, Permit and Zoning Technician Chris Santos

C. OLD BUSINESS

1. City of Warrenville/Zoning Ordinance Text & Zoning District Map Amendments/ Warrenville By Design

(Continued Public Hearing)

CHAIRMAN COSGROVE MADE A MOTION TO CONTINUE THE PUBLIC HEARING FOR THE WARRENVILLE BY DESIGN TO THE JUNE 20, 2024, REGULAR MEETING. SECONDED BY COMMISSIONER MILLER. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED

D. APPROVAL OF MINUTES

1. Regular Meeting of May 23, 2024

CHAIRMAN COSGROVE MADE A MOTION TO APPROVE THE MINUTES AS AMENDED OF THE MAY 23, 2024, MEETING. SECONDED BY COMMISSIONER MILLER. COMMISSIONER CLEMENS AND COMMISSIONER VAVRA ABSTAINED. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.

E. PUBLIC COMMENTS

There were none.

F. CHAIRMAN’S REPORT

Chairman Cosgrove asked that the Plan Commission start researching on the prospect of Duplex houses for the City and to start with checking on the comparable communities list.

Chairman Cosgrove suggested adding Batavia to the list of comparable communities. 

Chairman Cosgrove also acknowledged the 80th anniversary of D-Day and mentioned that the Multicultural Festival will take place this Saturday, as well as the Fire District fundraiser which will take place at Markito’s Grill that will include food and music entertainment.

G. COMMUNITY AND ECONOMIC DEVELOPMENT DIRECTOR’S REPORT

Director Emery shared a Special Census Report update. Director Emery stated that the selfreporting period has concluded and the response rate is 40.2%. Director Emery also mentioned that the field workers will start conducting door to door house calls which will start on June 10th and end on July 12th.

H. PLANNER’S REPORT

Planner Maszka mentioned that at the next meeting there will be an applicant requesting to have a standalone ice vending machine business permitted in a zone that is typically not permitted by the Zoning Ordinance.

CHAIRMAN COSGROVE MOVED, SECONDED BY COMMISSIONER TULLIER TO ADJOURN THE MEETING AT 7:16 P.M. CHAIRMAN COSGROVE ASKED FOR A VOICE VOTE. MOTION PASSED. MOTION CARRIED.
