City of Elmhurst City Council met May 20

Here are the minutes provided by the council:

1. Call to Order - Mayor Levin called the meeting to order at 7:34pm

Present: Mike Brennan, Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Jiim Nudera, Emily Bastedo, and Guido Nardini

Absent: Noel Talluto and Tina Park

12 Present, 2 Absent

Also Present: Treasurer Curran, City Attorney Storino, City Manager Grabowski, Assistant City Manager Johnson, Finance Director Coyle, Public Works Director Balicki, IT Director Kravitz, Police Chief McLean, and Fire Chief Dufort

2. Receipt of Written Communication from the Public - Three emails were posted to BoardDocs and given to each aldermen.

3. Public Forum

Jenny Chen-Huong -  Spoke in regard to the Neighborhood Traffic Study Area #3 and opposed raising the speed limit.

Karen Flanagan -  Spoke in regard to the Neighborhood Traffic Study Area #3 and opposed raising the speed limit.

Barb Gallagher - Spoke in opposition to raising speed limit on Mitchell,

Steph Christian -  Spoke in regard to the Neighborhood Traffic Study Area #3 and opposed to raising the speed limit.

5.20 R-52-2024 - A Resolution Approving and Authorizing the Execution of the Local Public Agency Engineering Services Agreement for the North York Street Sidewalk Improvement Project

5.21 R-53-2024 - A Resolution to Approve and Authorize the Execution of a Professional Engineering Services Agreement by and Between Clark Dietz, Inc. and the City of Elmhurst for the Park Avenue Bridge Rehabilitation Project - Construction Phase Services

Mayor Levin pulled item 5.15 from the consent agenda to defer consideration until the next meeting. Alderman Irby pulled item 5.5. Alderman Nudera moved to accept the consent agenda minus items 5.15 and 5.5. Alderman Bastedo seconded.

Ayes:  Mike Brennan, Rex Irby, Marti Deuter, Jennifer Veremis, Jacob Hill, Karen Sienko, Chris Jensen, Michael Bram, Brian Cahill, Jiim Nudera, Emily Bastedo, and Guido Nardini

Nays: None

12 Ayes, 0 Nays, 2 Absent

Motion carried

5.5 Alderman Deuter moved to accept the report. Alderman Veremis seconded. Alderaman Deuter summarized the report and mentioned the signs are currently setback and the applicant is requesting variations. Alderman Irby pulled the item from the agenda after stating that he believed per city code aldermen should've received a copy of application prior. He stated he supports the report pending applicant completes what is stated.

6. Committee Reports

6.1 Report - Neighborhood Traffic Study-Area 2 (PA&S) - Alderman Brennan moved to accept the report. Alderman Hill seconded. Alderman Brennan spoke in support of report focusing on the driving consistency across Elmhurst for safer neighborhoods. Discussion ensued in regard to questioning from Alderman Bram if there was a previous policy passed to change all yield signs to stop signs in Elmhurst with Alderman Brennan, who stated he was not aware of this being a blanket change for all of Elmhurst. Alderman Deuter clarified from a report dated 2/27/23 that it was recommended in general to increase level of consistency and decrease confusions but no policy was adopted and council will continue to look at different studies. Alderman Bram stated he had a different interpretation of the report. Alderman Brennan stated the city hired an engineer to look at this and therefor he supports the report.

6.2 Report - Neighborhood Traffic Study-Area 3 (PA&S) - Alderman Brennan moved to accept the report. Alderman Hill seconded. Alderman Brennan stated he wanted to withdraw his motion and Alderman Hill agreed to withdraw his second, so that the matter could be brought back to committee.

7. Reports and Recommendations of Appointed and Elected Officials

7.1 Mayor Levin - The Mayor stated there is no policy of all yield signs changing to all stop signs but the city is taking a neighborhood by neighborhood approach. York sidewalk project quick take passed and on the way to the governor to be signed. The Mayor thanked pet parade committee and Jennifer Veremis for event the past weekend. Memorial Day Parad 5/27 at 9:30am, ceremony to follow in Wilder Park. 

7.2 City Manager Grabowski - City Hall closed on Memorial Day, committee meetings will be held the next day on Tuesday.

Alderman Hill encouraged public to read traffic study reports.

Alderman Veremis thanked Public Works and Police/Fire Depts for their assistance during the pet parade.

8. Other Business - None

9. Adjournment - Alderman Bastedo moved to adjourn from the meeting. Alderman Nardini seconded. A voice vote was taken. Motion passed unanimously.

Meeting adjourned at 8:33pm.
