City of Warrenville City Council met Feb. 22.

Here are the minutes provided by the council:

In accordance with Governor Pritzker’s Disaster Proclamation, Section 7(e) of the Illinois Open Meetings Act, 5 ILCS 120/7(e), and a determination by the Mayor of the City of Warrenville, this meeting was held virtually.

I. OPENING CEREMONIES

A. Call to Order

Mayor Brummel called the meeting to order at 7:00 p.m.

B. Roll Call

Physically Present: Mayor David Brummel

Virtually Present: Aldermen: Stu Aschauer, Clare Barry, Kathy Davolos, Leah Goodman, Jeff Krischel, Craig Kruckenberg, and John Lockett

Absent: Alderman Bill Weidner

Also Physically Present: City Administrator John Coakley, and City Clerk Julie Clark

Virtually Present: Community and Economic Development Director Ron Mentzer, Attorney Brooke Lenneman, Deputy Police Chief Ken Dawson, Finance Director Kevin Dahlstrand, Public Works Director Phil Kuchler, and

City Clerk Julie Clark

Also Absent: Assistant City Administrator Cristina White, Police Chief Ray Turano, and City Treasurer Ann Behrens

C. Pledge of Allegiance

Mayor Brummel led the Pledge of Allegiance.

D. Proclamation Engineers Week February 20-26, 2022

Mayor Brummel proclaimed February 20 - 26, 2022, as Engineers Week and applauded the engineers working for and with the City of Warrenville for the significant contributions they make to enhance the quality of life for all Warrenville citizens by providing for their health, safety, and welfare.

E. FY 2023 Budget presentation from Community Development Department Community and Economic Development Director (CEDD) Mentzer presented to Council the FY 2022 challenges and accomplishments and the FY 2023 Community and Economic Development Priorities, Projections, and Decisions.

Several Aldermen expressed their appreciation for the hard work of the Community Development Department and excitement to see there is so much going on in Warrenville. Members of the Council also stated appreciation for the Department’s efforts to secure grant funding. There was discussion regarding Arden’s decision to build and rent townhomes in the Riverview West development. Originally, the developer was building townhomes for sale, but now they have the build to rent (BTR) designation. CEDD Mentzer stated the development plan has no regulations prohibiting BTR. Mayor Brummel closed the discussion by thanking the elected officials for assisting and making these visions come to fruition.

II. CITIZENS COMMENTS

Bob Siebert, Albright Court, shared excerpts from an 1865 book about Abraham Lincoln, in honor or Presidents’ Day.

III. OFFICIALS AND STAFF COMMENTS

A. Mayor Brummel

Mayor Brummel shared that the State of the City address given Wednesday February 16, 2022, is now available online.

Mayor Brummel asked CA Coakley to speak on the expected changes to the Governor’s COVID-19 regulations. CA Coakley said the intention is to start in person meetings in March, provided the restrictions are lifted. Virtual meeting access will still be made available to the public, but members of the Council would be required to participate in person.

Alderman Davolos encouraged people to watch the replay of the State of the City address. Alderman Goodman wished everyone a Happy Presidents’ Day and shared the compliments she received from a resident on the State of the City address and compliments from the League of Women Voters.

CA Coakley acknowledged what a supportive community Warrenville is.

IV. APPROVAL OF AGENDA

Alderman Goodman removed Item VI.J. from the Consent Agenda for discussion.

Alderman Barry made a motion, seconded by Alderman Davolos, to approve the agenda as amended for the February 22, 2022, City Council regular meeting.

V. APPROVAL OF MINUTES

Alderman Davolos made a motion, seconded by Alderman Goodman, to approve the minutes of the February 7, 2022, City Council regular meeting and closed session meeting, and the minutes of the February 14, 2022, Public Works and Infrastructure Committee meeting.

VI. CONSENT AGENDA – OMNIBUS VOTE

A. Accept Public Works and Infrastructure Committee recommendation, waive second reading, and pass ordinance O2022-02, approving the purchase of an excavator from Atlas Bobcat, LLC, in the amount of $119,935, and authorizing the disposition of surplus personal property

B. Accept staff recommendation and pass resolution R2022-03, approving a three-year agreement with Five Alarm Fireworks for an Independence Day fireworks display on July 4, 2022, 2023, and 2024, in the annual amount of $24,000, and authorizing Mayor Brummel to execute the agreement

C. Accept Senior Civil Engineer Hocking’s recommendation and pass resolution R2022-04, approving the reduction of the public improvements security bond for the Lexington Trace project

D. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2022-05, approving the engineering agreement with Baxter and Woodman, Inc., for the preliminary phase I engineering design of the Route 59 multi-use paths project, in the amount of $104,833

E. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2022-06, approving Change Order No. 1 to the FER-PAL Construction USA, Inc. contract for water main pipelining in the amount of $3,500

F. Accept Public Works and Infrastructure Committee recommendation and pass resolution R2022-07, approving Change Order No. 1 to the Benchmark Construction Co., Inc. contract for Lakeview Drive and River Oaks Drive storm sewer pipelining in the amount of $7,560

G. Accept staff recommendation and approve the City of Warrenville Fireworks and Pyrotechnics Permit for Five Alarm Fireworks for an Independence Day fireworks display on July 4, 2022

H. Accept Public Works and Infrastructure Committee recommendation and authorize staff to advertise for bids for the CY 2022 Road Program Project prior to formal approval of the FY 2023 Budget

I. Accept Public Works and Infrastructure Committee recommendation and approve the designation of Aldermanic Liaisons as presented in the City Council Committees and Aldermanic Liaison Assignments list
