DuPage County Stormwater Management Committee - Planning Committee met Dec. 7.

Here are the minutes provided by the committee:

1. CALL TO ORDER

7:30 AM meeting was called to order by Chair James Zay at 7:30 AM.

2. ROLL CALL

PRESENT: Hinterlong, Brummel, Deacon Garcia, Eckhoff, Krajewski, Pojack, Pulice, Tornatore (7:32 AM), Yusuf (Remote), Zay

ABSENT: DeSart, Nero

Chairman Zay requested that the Committee allow Member Yusuf to attend and vote remotely via Zoom. The motion was made by Member Garcia and seconded by Member Brummel. The motion was passed with all ayes on a voice vote.

Other County Board Members present: Sheila Rutledge.

3. PUBLIC COMMENT - PUBLIC COMMENT IS LIMITED TO THREE MINUTES PER PERSON

Kay McKeen from S.C.A.R.C.E. updated the Committee on the November events. The Pumpkin Smash had approximately 90 tons of pumpkins and the cooking oil recycling collected over 317 gallons which translates into 23,000 pounds of cooking oil. Kay also thanked staff members Kerry Behr and Mary Mitros for all their help.

4. CHAIRMAN'S REMARKS-CHAIR ZAY

Chairman Zay welcomed Member Hinterlong to the Committee.

SM-P-0014-22 Recommendation to enter into an Agreement between the County of DuPage Illinois and Engineering Resource Associates, Inc. for Professional Engineering Services to design drainage, stormwater and flood control improvements throughout the County. This contract covers the period December 14, 2021-November 30, 2023 for a contract total not to exceed $200,000. Professional Services in compliance with the Illinois Local Government Professional Services Selection Act, 50 ILCS 510/ et. Seq vetted through a qualification based selection process (Architects, Engineers and Land Surveyors).

TE-P-0023-22 Recommendation for the approval of a contract purchase order to Accela, Inc. for Managed Application Services for the Building & Zoning, Transportation, Stormwater, and Public Works departments to provide support with permitting software that will allow on-line submittals, electronic document reviews, permit tracking and mobile inspections by applicants and/or County staff, as well as the creation of specifications for and completion of development of four Adjudication reports for Building & Zoning. This contract covers the period of the period February 21, 2022 through February 20, 2023, for a contract total not to exceed $220,200. Exempt from bidding per 55 ILCS 5/5-1022 “Competitive Bids” (c) not suitable for competitive bids – Sole Source. Accela is the sole provider for this software application.
