The bill, as it was introduced in the House by Rep. Terra Costa Howard (D-48) on March 19, "urges the Department of Health and Human Services to overturn 84 FR 7714, which would render clinics that perform abortion services to be ineligible for Title X funding and not allow doctors to give referrals for abortion services," according to the General Assembly website.
