VI. Consent Agenda – Omnibus Vote

A. Accept Public Safety and Finance Committee recommendation, waive second reading, and pass ordinance O2018-02, amending Title 3, Chapter 26, Section 2 of the City Code, Business License Required, increasing the application and renewal fee for massage businesses, and limiting the number of massage business licenses to eight

B. Accept Zoning Board of Appeals recommendation, waive second reading, and pass ordinance O2018-03, approving a variation of the Warrenville Sign Ordinance to allow the existing monument sign at 27W457 Old Warrenville Road to remain in its current location

C. Accept staff recommendation, waive second reading, and pass ordinance O2018-04, amending City Code Title 3, Chapter 2, to decrease the number of class A2 Liquor Licenses from nine to eight

D. Accept Public Safety and Finance Committee recommendation and pass resolution R2018-03, approving the Memorandum of Understanding between the City of Warrenville and the College of DuPage Homeland Security Training Institute for use of the firearms range

E. Accept Public Safety and Finance Committee recommendation and award $99,927 in hotel and motel tax grant funding to various applicants per the Tourism and Arts Commission recommendation memo, dated January 16, 2017

F. Accept Public Safety and Finance Committee recommendation and approve the Warrenville Historical Society’s grant request in the amount of $15,000 from the Hotel and Motel Tax Fund to cover the cost of their part-time Museum Director/Curator, and direct staff to include this funding in the FY 2019 Budget

G. Accept Public Safety and Finance Committee recommendation, waive the requirement to establish a naming committee, and approve the renaming of the Kiwanis Gazebo in Albright Park to the Richard M. Volkmer Kiwanis Gazebo

H. Accept Public Safety and Finance Committee recommendation and direct staff to review the feasibility and costs associated with installation of street lighting at the Continental Drive and Meadow Avenue intersection with Route 59 and at the Batavia Road and Route 56 intersection, and the feasibility and costs associated with making the additional pedestrian safety improvements that have not already been completed, as noted in the letter from the Illinois Department of Transportation, dated December 6, 2017, and direct staff to include funding in the FY 2019 Budget for these improvements

I. Accept Public Safety and Finance Committee recommendation and accept the updates to the Capital Maintenance and Replacement Plan for 2017, per the staff memo dated January 18, 2018, and direct staff to incorporate those adjustments into an updated CMRP document

J. Receive and file the 2017 annual report for the Bicyclist and Pedestrian Advisory Commission

K. Receive and file the 2017 annual report for the Tourism and Arts Commission

L. Receive and file the 2017 annual report for the Plan Commission and Zoning Board of Appeals

M. Receive and file minutes of the Police Pension Board regular meeting held on October 24, 2017

N. Receive and file minutes of the Board of Fire and Police Commission regular meeting held on November 21, 2017

O. Receive and file minutes of the Tourism and Arts Commission regular meeting held on December 14, 2017

P. Receive and file minutes of the Environmental Advisory Commission regular meeting held on December 19, 2017

Q. Receive and file minutes of the Plan Commission and Zoning Board of Appeals regular meeting held on January 18, 2018

R. Receive and file report of invoices paid up to January 31, 2018, in the amount of $261,085.57

S. Authorize expenditures for invoices due on or before February 20, 2018, in the amount of $229,429.77

T. Receive and file report of debit card expenditures for the month of December 2017 in the amount of $9,472.93
