Here is the minutes as provided by the committee:

1. Call to Order

9:30 am meeting was called to order by Chair Sam Tornatore at 9:45 am.

2. Roll Call

Absent:       Khouri, Krajewski

2. Motion to make Liz Chaplin and Don Puchalski members of the Committee for

quorom purposes.

4. Public Comment

There was no public comment.

5. Chairman's Remarks

Chair Tornatore thanked County Board Chairman Cronin for the opportunity to Chair the Legislative and Governmental Affairs Committee.

6. VETO Session Update

A handout was distributed which provided a brief overview of Fall Veto Session. SB 1451, Siting of Small Wireless Facilities (Link, D-Waukegan/Burke, D-Oak Lawn) was discussed as an important issue for the County in Veto Session.

Other legislation discussed included SB 2226 and HB 4101. SB 2226, Epinephrine Liability Law Enforcement (Nybo, R-Elmhurst) enables municipal law enforcement and state police to carry epi pens without incurring civil or professional liability. HB 4101, Reduce Collection Fees/Tax Compliance Fund (DeLuca, D-Chicago Heights) provides that amounts transferred into the Tax Compliance and Administrative Fund be reduced from 2% to 1%.

Chip Humes, a lobbyist for DuPage County, spoke briefly about negotiations surrounding SB 1451 in Springfield, as it did not pass the Senate in regular session. Mr. Humes will continue to work with the County and monitor the legislation as negotiations continue.

7. Federal Tax Reform Legislation

There was a short briefing on Federal Tax Reform Legislation. No legislation has been crafted, however the framework of this legislation eliminates deductions for state and local taxes.

8. Old Business

Member Chaplin brought to the Committee’s attention HJR 69, a Resolution which would create a task force that addresss the assessment of property taxes in Illinois.
