Here is the agenda as provided by the Board:

Participants are advised that the Open Forum procedure is a privilege and should not be abused. Upon completing an Open Forum request form and submitting it to the Village Clerk before the commencement of the meeting, participants will be recognized and given a chance to speak. The time limit to speak is 3 minutes. If deemed necessary by the Village Board, the matter may be referred to Village Staff or may be placed on a future agenda for Board consideration.

i. 2017 Race To The Flag 5K

Board to consider an ordinance approving the following requests for the 2017 Race To The Flag 5K to be held on May 28, 2017:

1. Community events permit including street closures

2. Live amplified sound permit

The RTTF 5K is hosted by the Westmont Park District and the People's Resource Center is the beneficiary of the fundraiser. There are no proposed changes to the request from previous years.

Recommendation -  Staff recommends approval.

Board to consider an ordinance approving the following requests to construct a public park in the R-3 Single Family Detached Residence District:

1. Special use permit

2. Permit fee waiver request

3. Water main tap and connection fee waiver

Background Of Subject Matter

Bernas Park is proposed on the west side of S Wilmette between Hidden View Dr & Scott Court. The passive neighborhood park will include a permeable paver parking lot, playground, shelter, paths & a wetland. Sidewalk & parkway trees will be installed.

Recommendation

Planning & Zoning Commission made a unanimous positive recommendation, following questions from the public & the Commission including site security, construction, the existing house & its access, the pond & wall, the sled hill, & the restroom facility.

b. Reduction Of Available Tobacco Licenses

Board to consider an ordinance decreasing the number of available Class B Tobacco Licenses by one (1) due to the license forfeiture by Green Meadows Golf Course.

Background Of Subject Matter

Green Meadows Golf Course, 18 W.201 63rd Street decided to forfiet their Class B tobacco license. Board is asked to decrease the number of available Class B Tobacco Licenses by one due to the forfeiture of license by Green Meadows Golf Course.

Recommendation

Decrease the number of available Class B Tobacco Licenses by one

c. Reduction Of Available Liquor Licenses

Board to consider an ordinance decreasing the number of available Class 4 liquor licenses by two (2) and number of available Class 3 Liquor Licenses by one (1).

Background Of Subject Matter

Yokohama and Sweet & Savory restaurants(Class 4 License) closed before January, 2017. Chipotle forfeited their Class 3 license in February, 2017. The board is asked to reduce the number of available Class 4 liquor licenses by two and Class 3 by one.

Additional Background

A review of available liquor licenses indicated the number of Class 4 licenses were not reduced by ordinance when two businesses closed. Chipotle voluntarily forfeited their Class 3 license causing the reduction of available Class 3 licenses by one.

Recommendation

Reduce the number of available Class 4 liquor licenses by two (2) and available Class 3 liquor licenses by one (1).

This Board may adjourn to closed session to discuss matters so permitted and may act upon such matters upon returning to open session.
