A. Accept staff recommendation, waive second reading, and approve ordinance O2017-02, waiving the competitive bidding requirement and authorizing the disposal of City-owned property through trade-in with Atlas Bobcat and the purchase of a new Bobcat compact excavator for a total cost of $33,035.00

B. Accept Public Safety Committee recommendation, waive second reading, and pass ordinance O2017-03, amending the City Code and regulating certain conditions of massage business operations

C. Accept Public Safety Committee recommendation, waive second reading, and pass ordinance O2017-04, amending Title 3, Chapter 2 of the City Code, banning Palcohol and smoking alcohol

D. Accept Public Safety Committee recommendation, waive second reading, and pass ordinance O2017-05, authorizing the disposal of City-owned property through an auction conducted by Obenauf for two seized vehicles

E. Accept Plan Commission recommendation, waive second reading, and pass ordinance O2017-06, approving Zoning Ordinance text amendments that would define "Indoor Dog Training" and add it to the list of uses allowed in the B-2 zoning district

F. Accept Public Safety Committee recommendation and pass resolution R2017-04, endorsing the DMMC Municipal Legislative Positions and Priorities for the 2017 Legislative Session

G. Accept Public Safety Committee recommendation and designate the Police Department lobby as an Internet Transaction Safe Zone for a trial period of six months

H. Accept Public Safety Committee recommendation authorize expenditures of $5,000 for Fiscal Year 2017 and direct staff to include $7,230 in the FY 2018 budget for costs associated with commemorating the 50th anniversary of incorporation

I. Receive and file the 2016 annual report for the Plan Commission and Zoning Board of Appeals

J. Receive and file minutes of the Bicyclist and Pedestrian Advisory Commission regular meeting held January 11, 2017

K. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals regular meeting held February 9, 2017

L. Receive and file report of invoices paid up to February 15, 2017, in the amount of $79,538.19

M. Authorize expenditures for invoices due on or before March 6, 2017, in the amount of $90,752.67
