Rohr’s prescription monitoring bill advances through Illinois Legislature
Legislation sponsored by State Rep. Janet Yang Rohr mandates that prescribers document their attempts to review the state Prescription Monitoring Program when issuing Schedule II or IV prescriptions, according to the Illinois General Assembly.
In the House, support came from 73 Democrats and 38 Republicans who voted to approve the measure.
In the Senate, the bill passed with backing from 39 Democrats and 19 Republicans.
Rep. Rohr presented the legislation to the Illinois House on Feb. 5, 2026, during the 104th session.
The measure, known as HB5148, cleared the General Assembly on May 14, 2026, during session 104.
Per details published on the Illinois General Assembly site, the official summary states: "Amends the Illinois Controlled Substances Act. Provides that each prescriber or the prescriber's designee shall document an attempt to access patient information in the Prescription Monitoring Program to assess patient access to controlled substances when providing a (rather than an initial) prescription for Schedule II and IV controlled substances (rather than narcotics such as opioids), except for prescriptions for oncology treatment or palliative care, or a 7-day or less supply provided by a hospital emergency department when treating an acute, traumatic medical condition."
The following summary is derived from the actual bill text and offers clarifications on the bill’s main requirements.
In summary, the legislation obligates prescribers or their designees to document an attempt to review a patient's information in the state Prescription Monitoring Program each time a Schedule II or IV controlled substance prescription is written, rather than only for initial prescriptions. This documentation must be included in the patient’s medical record and is intended to evaluate access to controlled substances. Exemptions remain in place for prescriptions intended for oncology, palliative care, or those for 7 days or less issued by an emergency department for acute, traumatic conditions.
Sen. Julie A. Morrison (Democrat-29th District) served as the bill’s sole sponsor in the Senate.
The legislative process in Illinois involves a series of steps, starting with a bill’s introduction in either chamber, review by committee, debate on the floor, and votes in both the House and Senate before being forwarded to the governor for a signature or veto. The General Assembly operates on a biennial session timeline, and only a portion of the thousands of bills introduced during each session are enacted into law.

Rep. Rohr earned her undergraduate degree from Northwestern University in 2002 and completed her graduate studies at the University of Chicago Booth School of Business in 2010.
A Democrat, Rohr has represented Illinois’ 41st House District since her election in 2021, having succeeded Grant Wehrli in that seat.
Lawmakers identified as "Not Voting" attended the session but abstained during the vote. Those noted as "Excused Absence" did not participate and provided a formally accepted explanation for their absence.
