Rep. Amy Grant legislation advances to expand support for adults with disabilities

Legislation sponsored by State Representative Amy Grant passed unanimously through the Mental Health and Addiction Committee on Mar. 27, aiming to expand housing options for adults with intellectual and developmental disabilities in Illinois.

The bill, HB4542, seeks to broaden the legal definition of living "in one’s own home," which would help service providers better meet the needs of this population. The initiative was brought forward by STARS Family Services, an organization that operates homes and provides respite care for adults with intellectual and developmental disabilities.

Grant said, “This is a practical step that can help open more opportunities for adults with developmental disabilities and their families.” She added, “Allowing providers to fully utilize their homes could help address the thousands of eligible adults currently waiting for services on the PUNS list.”

The proposed change would allow organizations like STARS Family Services to make full use of their residential facilities, increasing alternative service options outside traditional programs. Grant also said she intends to work closely with stakeholders as the bill moves forward in the legislative process.

Grant is serving her fourth term as State Representative in Illinois' General Assembly. The 47th district includes several communities in DuPage County such as Naperville, Warrenville, Glen Ellyn, Wheaton, Lisle, Carol Stream, Bartlett, West Chicago, Winfield, and Wayne. Grant was elected in 2023 to represent this district after replacing Deanne Mazzochi according to public records.

Observers say this legislation could provide new residential choices for many individuals who are currently waiting for services.
