As of Jan. 20, 2026, Elmhurst had 2 child care providers with licenses showing either revoked or refused-renewal statuses, according to the Illinois Department of Children and Family Services. This comprised 11.1% of all child care providers in the city with active, revoked or refused-renewal licenses.

Each of these providers was designated as "Refuse to Renew (RR)" in the state’s records.

The group consisted of 1 day care center (50%) and 1 group day care home (50%).

Together, these providers were authorized for up to 93 children during daytime hours.

Statewide, there were 68 child care providers in Illinois with revoked or refused-renewal license statuses by Jan. 20, 2026.

Some of these statuses may have been assigned before 2025.

The U.S. Department of Health and Human Services has suspended some federal child care and family assistance funds for California, Colorado, Minnesota, New York and Illinois amid fraud and misuse concerns, the agency stated Jan. 6. Nearly $2.4 billion in Child Care and Development Fund grants, $7.35 billion in Temporary Assistance for Needy Families funds and $869 million in Social Services Block Grants are being held, requiring states to provide documentation before payments resume. 

Illinois Gov. J.B. Pritzker denounced the action as “wrong and cruel” and indicated the state might challenge the freeze, emphasizing existing anti-fraud measures in Illinois.

The Illinois administration says this funding freeze could impact approximately 100,000 families and over 152,000 children enrolled through the state’s Child Care Assistance Program, in addition to thousands of licensed child care providers and 275 human service organizations.
