Defections from both parties were evident as HB4862, a measure focused on secondary traumatic stress for educators, moved through the Illinois General Assembly on Wednesday, May 20, 2026, legislative records show.

The House passed the legislation by a margin of 81-27. All Democrats supported the bill with a 75-0 vote, while Republicans divided at 6-27.

In the Senate, the final tally stood at 43-15. Democrats all voted in favor, 39-0, and Republicans split with 4 in favor and 15 against.

According to Illinois General Assembly records, the bill cleared both chambers on Wednesday, May 20, 2026.

This summary of HB4862, which addresses secondary traumatic stress affecting school staff in the 2026 session, draws from the bill text and contains interpretation for added clarity.

HB4862 stipulates that the State Board of Education must post online links to resources, self-assessment tools and recommended practices supporting educators and local officials in efforts to prevent and manage secondary traumatic stress within school staff. The legislation describes this form of stress—also called compassion fatigue—as a preventable and treatable response for those working with traumatized children. By Jan. 1, 2028, every school district is required to adopt or revise relevant policies, establish a district-level workforce mental health committee with at least half of its members representing collective bargaining units, conduct regular assessments drawing on staff feedback, and maintain ongoing resources and training, with scheduled revisits for policy updates.

HB4862 was introduced by Rep. Janet Yang Rohr (D-41st).

Rohr earned an undergraduate degree from Northwestern University in 2002 and completed her graduate studies at the University of Chicago Booth School of Business in 2010. Elected in 2021, Rohr represents the 41st District in the Illinois House, succeeding Grant Wehrli.

Illinois lawmakers use a multi-phase legislative procedure that begins with bill introduction in the House or Senate, proceeds through committee placement, debates, and chamber voting, before the legislation heads to the governor for signature or veto. With the General Assembly’s biennial schedule, numerous measures are considered each session, though only a subset complete the process to become state laws.
