I. OPENING CEREMONIES
A. Call to Order
Mayor Johnson called the meeting to order at 7:00 p.m.
B. Roll Call
Physically Present: Mayor Andrew Johnson and Aldermen: Stu Aschauer, J.P. Augustynowicz, Clare Barry, Kathy Davolos, Craig Kruckenberg, John Lockett, Bill Weidner and Judy Wilkie
Absent: None
Also Present: City Attorney Brooke Lenneman, City Administrator Cristina White, Assistant City Administrator Alma Morgan, Public Works Director Phil Kuchler, Community and Economic Development Director Amy Emery, Finance Director Kevin Dahlstrand, Deputy Chief Jeff Jacobson, City Treasurer Maury Goodman and City Clerk Julie Clark

C. Pledge of Allegiance
Mayor Johnson led the Pledge of Allegiance.
D. Proclamation
Mayor Johnson acknowledged the Christmas Sharing program in Warrenville.
E. Warrenville Police Pension Funding Report Presentation
A representative from Lauterbach and Amen presented the Police Pension Fund Actuarial report and indicated that pension funding is on target to meet the State statute requirement of 90% funded by 2040.
II. CITIZENS COMMENTS
Patty Sorenson, Gamon Road, Wheaton,spoke on her newest business in the former Blacksmith shop on River Road and requested a resolution to the parking issue.
John Bollweg, 2S814 Wagner Road, Batavia, shared the history of purchasing and developing the Blacksmith building on River Road and is now concerned he will lose parking egress to the building. He requested the use of the gravel lot for customer parking.
Bob Siebert, 29W501 Albright Court, offered his concerns regarding the consolidation of City Council and Committee of the Whole meetings and its impact on the public’s availability to make public comment.
III. OFFICIALS AND STAFF COMMENTS
A. Mayor
Mayor Johnson offered greetings for a happy holiday season and encouraged the public to attend the Merry Market and Holly Days events this Friday.

D. Aldermen
Alderman Lockett extended his appreciation to Public Works staff for installing the Christmas lights and efficient snow plowing.
Alderman Aschauer offered happy Thanksgiving greetings and thanked the new business owner for coming back to Warrenville to open a business. He also expressed concerns over Item F in the consent agenda referring to the consolidation of public meetings. He added that he would like to remedy the parking issue for the new business at the close of the City Council meeting.

IV. APPROVAL OF AGENDA
Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the agenda for the December 1, 2025, City Council regular meeting.

Alderman Weidner made a motion, seconded by Alderman Davolos, to approve the minutes of the November 17, 2025 City Council regular meeting and the November 17, 2025 City Council closed session meetings 1, 2, 3 and 4.

VI. CONSENT AGENDA – OMNIBUS VOTE
A. Accept Public Safety and Finance Committee recommendation, waive second reading and pass ordinance O2025-58, amending Title 4, Chapter 8 of the City Code regarding the repossession and relocation of vehicles
B. Offer first reading of the 2025 Property Tax Levy ordinance O2025-59, authorizing the levy and assessment of taxes for the Fiscal Year beginning May 1, 2025, and ending April 30, 2026
C. Offer first reading of ordinance O2025-60, authorizing the abatement of 2025 debt service payments for the 2023 General Obligation Debt
D. Accept Public Safety and Finance Committee recommendation and pass resolution R2025-69, approving a contract renewal with Arthur J. Gallagher for City insurance coverages for calendar year 2026 in the amount of $593,654
E. Accept Public Safety and Finance Committee recommendation and pass resolution R2025-70, approving an agreement with Christine Charkewycz for the provision of legal services
F. Accept Public Safety and Finance Committee recommendation, approve the consolidated public meeting schedule for 2026 as presented, and direct the City Attorney to draft an ordinance to make the necessary code amendments to consolidate public meetings of the Corporate Authorities
G. Accept Public Safety and Finance Committee recommendation and approve the Police Department’s request to solicit donations for all calendar year 2026 events, including National Night Out Against Crime and Special Olympics IL Law Enforcement Torch Run events
H. Receive and file minutes of the Inclusion, Diversity, Equity, and Awareness Commission meetings held on September 16, 2025 and October 21, 2025
I. Receive and file minutes of the Tourism and Arts Commission meeting held on October 8, 2025
J. Receive and file draft minutes of the Plan Commission and Zoning Board of Appeals meeting held on November 20, 2025
K. Receive and file report of invoices paid up to November 26, 2025, in the amount of $220,854.78
L. Authorize expenditures for invoices due on or before December 15, 2025, in the amount of $896,220.66
M. Receive and file Wire Transfers Report for November 2025
Alderman Weidner made a motion, seconded by Alderman Kruckenberg to approve the Consent Agenda items as read.
