City of Elmhurst Public Works & Buildings Committee met Feb. 23

Here are the minutes provided by the committee:

1. Call to Order:

Ald. Bastedo called the meeting to order at 7:00p.m.

5. Business Before the Committee:

A. Minutes of the February 9, 2026, Public Works & Building Committee:

Ald. Irby to approve the February 9, 2026 minutes of the Public Works & Building Committee; Ald. Baker seconded Voice vote. Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Minutes approved.

B. 2026 Street Resurfacing Program Construction Bids:

City Engineer Sianis presented agenda item.  Ald. Bram motioned to approve the report, Ald. Irby seconded.  Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Report approved 

C. 2026 Street Resurfacing Resident Engineering Services

City Engineer Sianis presented agenda item.  Ald.  Irby motioned to approve the report, Ald. Baker seconded.  Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Report approved 

D. 2026 Watermain Improvements Project Construction Bids:

City Engineer Sianis presented agenda item.  Ald.  Bram motioned to approve the report, Ald. Irby seconded.  Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Report approved 

E. 2026 Watermain Improvements Project Construction Engineering Services:

City Engineer Sianis presented agenda item.  Ald. Bram motioned to approve the report, Ald. Irby seconded.  Motion carried 4-0 (Bastedo, Bram, Baker, Irby). Report approved 

F. Indiana & Van Auken Sidewalks Project Update:

City Engineer Sianis presented agenda item and advised the Committee that sidewalk construction on Indiana would proceed ahead of Van Auken due to extended engineering review timelines by the Illinois Department of Transportation and time constraints on grant funding from the Illinois Department of Commerce and Economic Opportunity.

G. Referral – Tree Ordinance:

Asst. Public Works Director Tiberi presented agenda item. The Committee discussed the draft report and asked to amend the report so that the recommended educational documents are a starting point and the specific educational pieces can be left open for the future. The Committee discussed permitting, fee-in-lieu programs, and monitoring private tree removal and replacement. The Committee asked for further information about the Village of Glen Ellyn’s private property tree preservation plan and how something similar would affect operations at a future meeting.

• The next Committee Meeting on March 9, 2026 will be limited to 1 hour (7pm to 8pm) due to the Committee of the Whole.
