City of Elmhurst Public Affairs and Safety Committee met Oct. 27

Here are the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 7:00 P.M. by Chair Brennan

2. Roll Call

Committee Members Present: Chair Brennan, Vice Chair Sienko, Alderman Belanger

City Staff Present: Police Chief Michael McLean, Deputy Police Chief James Gandy, Fire Chief Dick Dufort, History Museum Director Dave Oberg, City Engineer Ted Sianis

5. Business Before the Committee

A. Public Affairs & Safety Committee Meeting, October 14th, 2025, Minutes

Alderman Sienko motioned to approve the minutes; Alderman Belanger seconded. Roll call vote: Brennan Aye, Sienko Aye, Belanger Aye, motion carried.

B. Spring Road Business Association Elmhurst Winter Market- Draft Report

Representatives from Phase 3 (Kevin Henmueller) and Bottle Theory (Eric Farrell) briefed the committee on the draft report for the planned event. There was discussion regarding the success of the previous event during autumn and how that would translate to the December event. Henmueller explained they would put out additional signage to warn patrons to not exit the designated area with open alcoholic beverages. Alderman Sienko asked if they had any idea how many people attended the previous autumn event. Alderman Belanger questioned if the tent would be heated and asked how it would be assembled. Chair Brennan asked about the size and footprint of the event.Chair Brennan also had questions regarding the required insurance policies. It was explained the event would be open to Spring Rd vendors initially with other Elmhurst vendors being offered the opportunity to participate after. Alderman Sienko asked how many craft vendors would be participating, and it was estimated there would be between 10-15.

Alderman Sienko motioned to approve the report, Aldermen Belanger seconded. Roll call vote: Brennan Aye, Sienko Aye, Belanger Aye, motioned carried. 

C. Elmhurst Craft Beer Fest- Discussion

Cathy Jordan, Chair of the Beer Fest Committee, spoke to the committee and provided a recap of the 2025 Elmhurst Craft Beer Fest. Jordan related there were over 1000 attendees and 64 sponsors. Chair Brennan inquired if the live entertainment was compensated. In addition, Chair Brennan asked about attendance figures for day of sales and if the city could do anything else to make the event even more successful. Alderman Belanger related he would love to hear from some of the brewers to gain their insight on how the event went. The event was considered a great success and plans are to hold another Beer Fest in 2026. 

D. Neighborhood Traffic Study 6- Draft Report

City Engineer Ted Sianis spoke to the committee about the draft report and pointed out several changes which occurred. Chair Brennan asked why all crosswalks were not the high visibility “piano keys”. Chair Brennan also stated he felt the future crosswalk on Monterey near Pick Park should be included in the report. Alderman Belanger related he goes back and forth on whether recommendations should be included in reports, however a mention of it would be a pro-active move. There was additional discussion regarding proper speed limit signage on Oakland Grove. City Engineer Sianis related he would make the changes to the report and present them at a future meeting. 

6. Other Business

Police Chief Michael McLean announced that Deputy Police Chief James Gandy had announced his planned retirement in the near future.

Motion to adjourn the meeting was made by Alderman Belanger and seconded by Alderman Sienko. Roll call vote: Brennan Aye, Sienko Aye, Belanger Aye, motion carried. The meeting was adjourned at 8:00 P.M.
