City of Elmhurst Finance Council Affairs & Administrative Services Committee met March 9

Here are the minutes provided by the committee:

1. Call to Order

Chair Talluto called the meeting to order at 6:00 p.m.

2. Roll Call 

Committee Members Present: Talluto, Nudera, Hill (7:01), Virgil

Committee Members Absent:

Other Elected Officials Present: Levin (6:04)

City Staff and Others Present: Coyle, Bruns, Kravets, Palm, Ivancevic, Grabowski, K. Johnson, Bereckis (6:40), Franz (6:40), Kransberger (6:40), Queroz (6:40)

None.

5. Business Before the Committee

A. Minutes of the February 23, 2026, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the minutes of the February 23, 2026, FCA&AS Committee meeting was made by Alderman Virgil and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

B. Executive Session Minutes of the February 23, 2026, meeting of the Finance, Council Affairs & Administrative Services Committee

A motion to approve the executive session minutes of the February 9, 2026, FCA&AS Committee meeting was made by Alderman Virgil and seconded by Alderman Nudera. A voice vote was taken, and the minutes were approved unanimously.

C. Executive Session for the purpose of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the Public Body pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(1) and deliberations concerning salary schedules for one or more classes of employees pursuant to the Open Meetings Act 5 ILCS 120/2 (c)(2)

A motion was made to adjourn to executive session by Alderman Virgil and seconded by Alderman Nudera. Roll Call vote: 3 ayes, 0 nays, 1 absent. Motion carried. The Committee entered executive session at 6:05.

A motion to return to open session was made by Alderman Virgil and seconded by Alderman Nudera. Roll Call vote: 3 ayes, 0 nays, 1 absent. Motion carried. The Committee returned to open session at 6:39 p.m.

D. General Fund Review

The Committee continued review of the General Fund. Assistant City Manager Johnson presented the operations of the Administration Department, discussing department operations, staffing, comparison with comparable communities and ideas for cost containment. The review continued with an overview of the Human Resources Department by Director Palm, presenting the same items.Possible cost containment measures within each department were discussed and the Committee requested additional information for evaluation.

7. Adjournment

A motion to adjourn was made by Alderman Virgil and seconded by Alderman Hill. Motion carried by unanimous voice vote.

The meeting was adjourned at 7:57 p.m.
